The House Speaker emphasized the need to await the Constitutional Court's ruling on the 400 billion baht loan decree before including the opposition party's motion to establish a special parliamentary committee to monitor the loan usage. He insisted it is not urgent because the executive has not yet utilized the funds and expects the constitutional amendment discussion to be scheduled for June.


At 09:20 on 22 May 2026, Mr. Sophon Sarum, Speaker of the House of Representatives, addressed the opposition party's urgent motion to establish a special committee to examine budget usage following the government's issuance of the 400 billion baht loan decree. He stated that the decree is still under consideration by the Constitutional Court after a petition was submitted by opposition parties through the House Speaker. The court has a 60-day timeframe to review the case, and the legislature will consider it once the court delivers its ruling. He said to await the court's decision before proceeding.


When asked if establishing a special committee to monitor the use of funds under the 400 billion baht loan decree must wait for the court's verdict, Mr. Sophon said, "Some may argue that since the process has begun, why not form the special committee now? However, if the court rules not to dismiss the case, others may counter that the committee loses its mandate. The legislature does not see this as urgent, especially since the executive has not yet spent any money—the process is ongoing but funds are unused. While accelerating oversight is beneficial for proper use of taxpayers' money, it must occur at the appropriate time and circumstances. I have no objection, but it is up to the members of parliament, not my authority, and the decision rests with the House on whether to form the committee. My role is only to follow the House's resolutions. Regarding scheduling the parliamentary agenda to consider constitutional amendment drafts, after the Bhumjaithai Party submitted their draft, I understand two or three other parties intend to submit amendments next week. It is expected these will be considered together, likely in June."
