The news of the passing of Hlun Solo a well-known travel YouTuber who died in Georgia, saddened and shocked the entire Thai nation.
In this matter, "Jib Wasu Saengsingkaew" a former official at the Ministry of Foreign Affairs, revealed the procedures before bringing the body of "Hlun Solo" back to Thailand, stating that
Normally, when a Thai citizen dies abroad, there is a standard procedure. First, the local police arrive at the scene, initially collect evidence, and then the case proceeds to an autopsy. After the autopsy results are finalized, they are sent to the forensic institute of the country where the incident occurred, which can then notify the Thai ambassador, who is the official representative of Thailand.
Alternatively, the country where the incident occurred can notify their Ministry of Foreign Affairs, which in turn informs the Thai embassy. Once the embassy receives the notice, it reports back to the Thai Ministry of Foreign Affairs. The matter is then handled by the Consular Department on Chaeng Watthana Road. The document is sent to a division called the "Division of Protection and Welfare of Thais Abroad," informing them of the incident, which ranges from minor cases to deaths by homicide.
The consular office then notifies the Ministry of Interior, which informs the district, subdistrict, and province offices of the deceased or involved person. These notifications proceed through the appropriate administrative levels.
However, nowadays, with the speed of social media, news spreads quickly, and public awareness and demands for answers come rapidly, even while the forensic process and autopsy are still ongoing and incomplete. People ask why it is taking so long or why the results are not ready.
This can be divided into two sides: one is our side, and the other is their side. Diplomatic etiquette and international relations prevent us from interfering or rushing the other party’s processes.
For example, if a foreigner dies in Thailand, the Thai police lead the autopsy, and the foreign embassy must wait for official results from us. But with fast technology, the family may already be spreading news and demanding answers before official results are ready. This can happen. If both sides can understand and compromise, feelings can be eased. This is a general explanation; each case may differ.
Regarding the case of "Hlun," I ask everyone to be patient and wait for all procedures. As stated, international relations do not allow interference. Without concrete information from the other country, no one can comment. But I believe everything will take its proper time.
I want to know the results as much as everyone else because I am a devoted fan of him. After receiving the sad news, I felt very sad and depressed. We all want the results as soon as possible.
However, from my diplomatic experience, each country’s procedures differ—some are faster, some slower, some more complex. This depends on their country, and we cannot push them.
