
Kiattisak Sriwongchai, Pattaya City Permanent Secretary, said the city's management team is not just fixing old problems but is committed to setting new standards with a clear vision. This is pursued through three main strategies: strengthening the city's foundational infrastructure, creating mechanisms to drive a new economy, and elevating citizens' quality of life alongside environmental care, which is essential for sustainable urban development in the future.
Pattaya has achieved tangible changes across four key dimensions to support the city's growth and improve residents' quality of life as follows.
1. Overhauling infrastructure: resolving flooding issues comprehensively and upgrading urban landscapes to international standards. Pattaya is driving urgent agendas to sustainably address flooding through an 'external water block' strategy that accelerates water drainage and reduces flood duration and areas affected.
This includes applying Pipe Jacking technology and underground pipe pulling without excavation to minimize traffic disruption, alongside enhancing drainage efficiency with pumping stations and large drainage pipes. Machinery has been mobilized to dredge drainage pipes over a distance exceeding 324 kilometers.
The result is a doubling of drainage efficiency, reducing repeated flood durations to under two hours and cutting risk points from 24 to just three. Additionally, the city is advancing urban landscaping to global standards by burying power lines along ten main routes, upgrading landmark areas for aesthetic appeal, and installing over 11,000 LED lights to enhance safety and world-class beauty.
2. Building a new economy with technology and the creative economy: establishing digital infrastructure with over 2,500 AI CCTV cameras linked to the Central Investigation Bureau (CIB) database for maximum security. Service levels are enhanced via the 24-hour 1337 emergency call center and the LINE OA @pattayaconnect, which allows residents to view 400 CCTV cameras in real time and access government services immediately. Economically, Pattaya proudly advances as a city of world-class festivals.
It generates massive revenues from events such as Pattaya Countdown, exceeding 5 billion baht, and the International Fireworks Festival, over 2.29 billion baht. Furthermore, Pattaya is promoted into UNESCO's Creative Cities Network for film, opening new markets in the creative economy.
3. Enhancing quality of life and education: delivering proactive healthcare through programs like Doctors to Homes and Nurses to Residences, using technology to care for vulnerable groups. Education focuses on developing future skills with AI coding integrated with innovation to achieve excellence in sports and academics.
4. Developing sustainable environments: comprehensive environmental management especially on Koh Larn Island, increasing fresh water infrastructure to 1,000 cubic meters per day and launching the first high-standard community waste incinerator that processes 50 tons daily without pollution. The city also expands wastewater treatment capacity to 150,000 cubic meters per day and pilots electric vehicle use in public transport and government operations to restore clean air in Pattaya.
Additionally, the vision for THE NEXT PATTAYA aims to transform the city into a city of opportunity, addressing future needs and shifting Pattaya from a tourist city to a city of opportunities through three strategic pillars.
1. Creating new opportunities from global-level assets by blending the city's tourism identity with advanced technology to unlock limitless new economic value.
2. Supporting and being a vital driving force, like wings beneath the city's growth, to empower and fulfill the potential of both businesses and residents for stable mutual growth.
3. Promoting and removing obstacles to agility by reducing complex procedures so Pattaya becomes an easy city to live in and conduct business.

This project arose from cooperation across all Thai Airways staff in sorting and collecting materials before handing them to PIPATCHARA, which processes them with environmentally conscious methods supporting local communities. This reflects a tangible commitment to the circular economy, generating income and pride for local artisans.
Thus, Panbuppha is not only a uniform accessory but embodies Thai Airways' sustainability philosophy, connecting Thai designers' creativity with environmental conservation and internal collaboration. It aligns with Thai Airways' image as a modern, socially responsible airline committed to long-term sustainability.
