Marketing Roundup: OSMEP Co-Hosts ASEAN SME Policy Index 2024 Event

Ms. Panita Shinawatra, Deputy Director and Acting Director of the Office of Small and Medium Enterprises Promotion (OSMEP), said the 2024 ASEAN SME Policy Index report is not just a regional benchmark comparison.

For Thailand, this report serves as a practical policy tool directly supporting the country’s SME development across various aspects, including finance, innovation, market access, digital transition skills, sustainability, and inclusive entrepreneurship.


The results from the 2024 ASEAN SME Policy Index clearly demonstrate three key benefits for Thailand. First, the report provides a comprehensive, evidence-based assessment of Thailand’s SME development policy framework across eight main dimensions.

This allows identification of Thailand’s strengths as well as areas needing special attention, particularly in accessing financing and expanding markets internationally.

Second, the 2024 ASEAN SME Policy Index supports coordinated policy formulation among related agencies in Thailand by employing a shared analytical framework across multiple policy areas. This indicator facilitates effective inter-agency collaboration, promoting cross-sector cooperation and overall policy coherence.


Third, the report sets future-oriented policy directions aligned with Thailand’s SME development priorities, including digital transformation, green SME development, innovation, entrepreneurial skills enhancement, and inclusive entrepreneurship. It also aligns with the ASEAN MSME Strategic Action Plan 2026-2030.

Additionally, the OECD has examined two specific dimensions: Dimension 2 on environmental policies related to SMEs, where Thailand still faces challenges in driving unified green SME measures and integrating environmental goals into SME promotion efforts.


This includes raising awareness among entrepreneurs and improving their access to green tools and financing more broadly. Dimension 3 focuses on access to financing, noting that SME credit access remains limited and has not fully recovered compared to pre-COVID levels.

Meanwhile, the rising importance of ESG finance means Thai SMEs must upgrade their ESG readiness and reporting capabilities to enhance opportunities for financing, participation in global value chains, and sustainable competitiveness in international markets.
