EGAT Enhances Energy Security Through Regional Cooperation

Mr. Narin Phawanich, Governor of the Electricity Generating Authority of Thailand (EGAT), revealed that EGAT, the state-owned Electricity Generating Authority of Laos (EDL), and Malaysia's Tenaga Nasional Berhad (TNB) have jointly signed an Energy Wheeling Agreement (EWA) under the Lao PDR-Thailand-Malaysia-Singapore Power Integration Project Phase 2 (LTMS-PIP 2.0). This builds on the success of LTMS-PIP Phase 1 by increasing the electricity trading capacity from the original 100 megawatts to a maximum of 200 megawatts over a two-year period.

This involves the purchase and transmission of electricity generated in Laos to Singapore through the power grids of Thailand and Malaysia. There are two transmission pathways: first, the trade of clean energy electricity from Laos to Singapore, with a minimum volume of 30 megawatts and a maximum of 100 megawatts; second, the trade of fossil fuel-based electricity from Malaysia to Singapore. Combined with the clean electricity from Laos, the total volume will not exceed 200 megawatts.

“The success of this four-country cooperation in multilateral cross-border renewable energy trading through LTMS-PIP Phase 2 marks an important step forward for advancing the ASEAN Power Grid (APG). It reflects strategic progress in energy collaboration among Laos, Thailand, Malaysia, and Singapore to enhance cross-border electricity trade by managing ASEAN’s energy resources. This strengthens long-term energy security, increases power grid flexibility, and supports ASEAN’s energy transition. EGAT is committed to continuing its role in transmitting electricity from Laos to Singapore to facilitate seamless cross-border electricity trade and to promote the development of interconnected low-carbon power systems across ASEAN.”

Mr. Souksavart Sosouphanh, Deputy Director General of the Electricity Generating Authority of Laos (EDL), said EDL is ready to build on the success of the LTMS-PIP project as a pioneer in supplying clean energy to ASEAN. This project will expand the involvement of member countries and help enhance clean energy security and sustainable development in ASEAN.

Datuk Ir. Megat Jalaluddin Megat Hassan, Chief Regulatory and Stakeholder Officer of Tenaga Nasional Berhad (TNB), stated that TNB is committed to supporting the Malaysian Ministry of Energy Transition and Water’s (PETRA) policies in developing a more interconnected, resilient, and long-term secure ASEAN energy grid.
