The image of "smartphones" is set to change significantly as AI evolves beyond a mere feature to become an "AI Agent" that understands users in real time and can operate on their behalf across multiple dimensions. Recently, semiconductor industry trends have highlighted that Qualcomm, a major global mobile chip developer, is under scrutiny for reportedly partnering with OpenAI to develop smartphone chips specifically designed for AI.

According to Ming-Chi Kuo, a well-known supply chain analyst from TF International Securities, the project may also involve MediaTek in development and Luxshare in system design and manufacturing, with mass production expected to start in 2028.

The core of this movement is not merely creating new chips but shifting the center of AI directly onto the smartphone. OpenAI's AI Agent aims to continuously understand users’ behaviors, needs, and contexts—not just respond like a chatbot but actively perform tasks on their behalf. Achieving this requires integrated control over hardware (chips), software (AI models/OS), and real-time user data—and the smartphone is the single device that encompasses all these elements most comprehensively.

OpenAI’s strategy is expanding fully into hardware. Previously, the company acquired a startup led by Jony Ive, Apple's former chief design officer, to develop new AI devices. Industry speculation suggests this could be an AI Agent-powered smartphone aimed at creating a seamless experience between users and AI.

Qualcomm’s new game in the AI era

Qualcomm, a key player in the mobile chip industry, manufactures Snapdragon chips for major Android smartphone brands like Samsung, Xiaomi, and OPPO, and also supplies 5G modems for Apple iPhones. Its major strength lies in holding patents for 3G to 5G communication technologies and developing chip platforms that integrate processing and AI capabilities.

Currently, Qualcomm is more than just a supplier; it plays a foundational role in the smartphone market. Its collaboration with OpenAI represents a strategic repositioning to become a key player in the emerging era of On-Device AI, potentially shaping the industry's long-term direction. Qualcomm is uniquely positioned to scale AI technology to billions of devices instantly if this deal materializes.

Analysts concur that AI could trigger a supercycle in smartphones. The report reinforces rising expectations that AI will drive a new hardware upgrade cycle in the smartphone market, which could directly benefit chip manufacturers, especially those with strong positions in mobile chips like Qualcomm and MediaTek.

Ming-Chi Kuo noted that as on-device AI capabilities improve, consumers will be encouraged to upgrade devices more frequently, boosting long-term chip demand.

Qualcomm’s stock surged sharply in Monday’s pre-market trading by about 13.5%, continuing gains from the previous day, following new analysis highlighting the long-term positive impact of a potential partnership with OpenAI.

If this deal comes to fruition, the Qualcomm-OpenAI collaboration could signal a transformation of smartphones from mere communication devices into intelligent personal assistants capable of thinking, deciding, and acting on users’ behalf daily.
