
The Director-General explained that the draft ministerial regulation for EV license plates with reflective blue backgrounds is still open for public comment. He emphasized that "EVs already registered do not need to change their plates" and will only require a special marking. Mr. Sorapong Paitoonpong, Director-General of the Department of Land Transport, addressed recent media reports regarding the requirement for electric cars and motorcycles (EVs) to switch to reflective blue background license plates, which may have caused public misunderstandings.
He clarified that the draft ministerial regulation is currently in the public consultation phase and is not yet legally enforceable. Moreover, the Department does not require already registered EVs to replace their existing plates; users may continue using their current license plates as usual.
The key points of the draft ministerial regulation, which sets the size, style, and color of license plates, aim to update standards to accommodate the growth of electric vehicles in Thailand and support pollution reduction policies (PM 2.5). The proposals include the following details.
1. Newly registered personal electric cars and motorcycles will be required to use license plates with a "reflective blue background."
2. Public electric vehicles and specialized-use vehicles will retain their existing plate colors but must have a "special marking" added to their current license plates.
3. Older EVs already registered, including those with auction plates and original white plates, are not required to change their license plates. They will only need to have a "special marking" added to their existing plates. Vehicle owners will have one year from the regulation's effective date to comply.
Although the Department of Land Transport already records each vehicle’s energy type in its database, physically distinguishing EV license plates with visible features is intended to maximize benefits for the public and relevant agencies, especially concerning safety and rescue efforts in the event of road accidents.
This visible distinction allows the general public, rescue teams, and officials to immediately recognize an electric vehicle, which requires specialized procedures and equipment to safely handle high-voltage batteries and prevent electrical leaks or fires promptly and securely. It also facilitates long-term battery quality and temperature monitoring, which requires special attention as the battery ages.
Additionally, in the future, other agencies can use the clearly differentiated plates to establish further benefits. This will streamline services for entities such as toll operators, shopping centers, or pollution-controlled zones (Zero Emission Zones) to manage and grant special privileges to EV users quickly, without front-line staff needing to verify data from the database.
The Department of Land Transport values public participation and invites EV drivers and the general public to provide feedback on the draft ministerial regulation via the central legal system website www.law.go.th under the topic 'Amendment of Ministerial Regulation on Vehicle License Plates (EV License Plates).' This input will help refine the law to maximize benefits and truly meet public needs before it is officially enacted.
