
Zelensky revealed that the U.S. security guarantee document is now 100% ready for signing, following tripartite talks between Ukraine, Russia, and the U.S. over the weekend,.
On Sunday, 25 Jan 2026 GMT+7, Ukrainian President Volodymyr Zelensky stated that the agreement document in which the U.S. guarantees Ukraine's security is fully completed and ready for signing after two days of negotiations involving representatives from Ukraine, the U.S., and Russia.
During an interview with reporters in Vilnius, Lithuania, Zelensky said Ukraine is currently awaiting its allies to set a signing date, after which the document will be sent to the U.S. Congress and the Ukrainian Parliament for ratification.
Additionally, Zelensky emphasized Ukraine’s efforts to join the European Union (EU) by 2027, calling this goal an “economic security guarantee.”
However, the Ukrainian leader acknowledged that fundamental differences remain between Ukraine’s and Russia’s positions, stressing that territorial issues are still a major obstacle difficult to resolve. “Our stance on territory, which is Ukraine’s territorial integrity, must be respected,” he stated.
A U.S. official revealed that the negotiating team will return to the United Arab Emirates on 1 February for the next round of talks. The discussions so far have covered broad military and economic issues, including the possibility of a “ceasefire” prior to finalizing an agreement.
However, there is still no agreement regarding the management and operation of the Zaporizhzhia nuclear power plant, which is currently occupied by Russia and is the largest nuclear power plant in Europe.
