Trumps Board of Peace Submits First Gaza Plan Report to UN Proposing Interim Government and Disarmament Forces Against Hamas

The Board of Peace has reported to the UN Security Council for the first time, proposing the establishment of a civilian administration in Gaza and international deployment of troops to disarm Hamas after 70% of the infrastructure was destroyed.

On 26 March 2026, the Board of Peace, established by former U.S. President Donald Trump to oversee governance transition in the Gaza Strip, submitted its first report to the UN Security Council, proposing the creation of a civilian administration for Gaza and international forces to disarm Hamas.

Nikolay Ladenov, senior envoy for Gaza, revealed that the Gaza National Administrative Committee, composed of 15 Palestinian experts approved by all parties, is preparing to govern as an interim civilian government. Progress is underway in selecting tens of thousands of civilian police officers to establish law and order in Gaza. Additionally, several countries—including Albania, Indonesia, Kazakhstan, Kosovo, and Morocco—have expressed readiness to contribute forces to an international mission to disarm Hamas and other armed groups.

The report also states that damage in Gaza is severe, with approximately 60-70% of infrastructure destroyed and the healthcare system nearly completely collapsed. Meanwhile, the task force is negotiating with Israeli authorities to expedite increasing the number of trucks transporting essential supplies into Gaza amid the ongoing complex and fragile conflict situation.
