
Hamas has rejected the US-backed Gaza disarmament plan, calling it biased toward Israel, and emphasized it will not enter Phase 2 negotiations until Israel fully complies with the Phase 1 agreement.
On 14 Apr 2026 GMT+7, BBC reported that Hamas informed Middle East mediators it rejects the Gaza disarmament plan proposed by Nikolay Mladenov, the senior Gaza envoy for the US-led peace committee. The plan calls for Palestinian armed groups to disarm in exchange for simultaneous post-war reconstruction. Hamas also stated it will not participate in Phase 2 ceasefire talks until Israel fully meets all Phase 1 conditions.
A Hamas source said a key precondition for Phase 2 negotiations is for Israel to completely halt violations of the agreement, attacks, and the dire humanitarian situation in Gaza. Additionally, Israel must fully implement all Phase 1 terms, including full troop withdrawal, opening the Rafah border crossing, allowing aid and goods into Gaza, and restoring infrastructure such as hospitals, electricity, and water supplies.
Hamas stressed that disarmament must be part of a comprehensive agreement guaranteeing Palestinians’ right to determine their future, not just a partial deal. Meanwhile, Israel stated it will not move forward with subsequent negotiations without progress on Hamas’s disarmament, causing talks to stall.
Previously, the Phase 1 Trump peace plan led to a ceasefire, the release of all Israeli hostages held by Hamas in exchange for Palestinian prisoners, and partial withdrawal of Israeli forces from Gaza. However, since announcing Phase 2 in mid-January, negotiations have made no headway. Phase 2 aims to achieve a permanent end to the war, including full disarmament and complete Israeli troop withdrawal.
The latest conflict began with Hamas attacks on 7 Oct 2023 GMT+7. Local health authorities report over 1,200 deaths and 251 hostages taken by Hamas, while Israeli military operations have killed more than 72,330 people in Gaza.
