
Multiple media outlets from both the U.S. and Iran report that Iran has submitted a new proposal to the United States for consideration, stipulating that the U.S. must end the war first before negotiating matters related to opening the strait and nuclear issues.
On 27 Apr 2026 GMT+7, several international media sources cited disclosures from insiders indicating that Iranian authorities have submitted a new proposal to the U.S., amid unclear prospects regarding a new round of talks between Tehran and Washington, which currently show no signs of occurring.
Lebanese TV station Al Mayadeen, known for its pro-Iran stance, along with Iran's official Tasnim News Agency, reported that Iran’s proposal requires Washington to first end the war and guarantee that hostilities will not resume.
Negotiations concerning navigation through the strait and the management of Iran’s nuclear program—which are the issues the Trump administration prioritizes most—would only take place in subsequent phases.
“If an agreement is reached, the process will move into a second phase to discuss how to manage the Strait of Hormuz after the war ends,” Al Mayadeen reported, adding that discussions on the nuclear program will only commence once these conditions are met.
Earlier, Axios was the first outlet to report that the White House received Iran’s demand to end the war before nuclear talks begin. The report also cited divisions among Iranian leaders on how much to concede on nuclear issues.
Meanwhile, the U.S. White House reiterated that President Donald Trump, who plans to convene the National Security Team on Monday to discuss the proposal and options, is the one who “holds the upper hand.”
Olivia Walz, Assistant Secretary for Press Communications, stated in a message to CNN, “These are delicate diplomatic discussions, and the U.S. will not negotiate through the media. As the President has said, the United States holds the upper hand and will only make agreements that prioritize American interests, and will never allow Iran to possess nuclear weapons.”
