Iran Claims to Have Received Draft Agreement with U.S. to Reopen Hormuz and End Blockade

Iranian media revealed that the government has received a preliminary draft agreement, which includes reopening the Strait of Hormuz and ending the U.S. naval blockade if the agreement takes effect.

On 27 May 2026, Iran's government television station disclosed that the Tehran government has received an unofficial preliminary draft framework for a Memorandum of Understanding (MOU) with the United States aimed at ending the conflict between the two countries, following months of indirect negotiations.

Under this framework, Iran will restore commercial shipping through the Strait of Hormuz to pre-war levels within one month, while the U.S. will withdraw military forces from areas near Iran and lift the naval blockade.

Iranian media further reported that this framework does not cover issues related to military vessels but designates Iran to jointly manage maritime traffic through the strait together with Oman.

The report adds that the framework has not yet been finalized, and Tehran will take no action until there is a "tangible verification."

However, if a final agreement is reached within 60 days, the framework could be approved as a legally binding United Nations Security Council resolution.

This impending Memorandum of Understanding between the U.S. and Iran stems from indirect talks that began after the outbreak of war on 28 February, with Pakistan serving as the main mediator between Tehran and Washington.

The war erupted following a rapid escalation of tensions between Iran and Israel earlier this year, with both sides exchanging missiles and drones, affecting shipping in the Persian Gulf and drawing in the U.S. military amid fears of a wider regional conflict.
