The resolution was introduced by Gregory Meeks, a representative from New York and a Democratic leader on the Foreign Affairs Committee. It passed with a vote of 215 to 208, with four Republicans joining all Democrats in support: Brian Fitzpatrick of Pennsylvania, Thomas Massie of Kentucky, Tom Barrett of Michigan, and Warren Davidson of Ohio.
Reports state the resolution calls on President Trump to withdraw U.S. troops from combat with Iran unless Congress declares war or authorizes military force officially. However, the resolution is non-binding and serves only as a symbolic expression of opposition to the war.
Previously, Republicans blocked similar resolution efforts three times, with the most recent vote ending in a 212-212 tie.
This passage also boosts support for the U.S. Senate, which is considering a similar War Powers Resolution draft. The Senate's version carries greater legal weight and, if approved, would require Trump to end military operations against Iran without congressional authorization. However, it still needs House approval, and Trump retains the right to veto.
