Later, New York police divers found the bodies of a 27-year-old woman and a 5-month-old female infant, who were taken to a nearby hospital but later declared dead.
The U.S. Coast Guard stated that the rescue operation involved two Coast Guard vessels, four fireboats, two police boats, and one police helicopter.
New York police said they arrested the 46-year-old boat operator from Manhattan, charging him with 13 counts of reckless endangerment. Authorities are investigating whether the vessel was illegally operating as a charter service.
