Ukraine Plans Record Defense Budget for 2027

The Ukrainian government plans to allocate up to two-thirds of the entire national budget to defense in 2027 amid a war with Russia that has lasted more than four and a half years.

Foreign news agencies reported on 17 Sep 2026 that Ukraine has set a record defense and security budget of 4.9 trillion hryvnias (about 3.65 trillion baht), representing around 44% of the country's GDP. Approximately one-third of the defense budget will go to soldiers' salaries, while the remainder will focus on procuring military equipment and weapons.

Finance Minister Serhiy Marchenko stated that this budget draft aims to fully utilize all state resources primarily to support the fight against the invaders.

However, Ukraine still requires assistance from allied countries. The Kyiv government has requested an additional $53 billion in foreign financial aid, including from the International Monetary Fund (IMF) and the World Bank.

Since the invasion began in 2022, Ukraine has received about $200 billion in financial aid from international allies, in addition to military support.

President Volodymyr Zelensky warned in parliament that it is necessary to approve "unpleasant and unpopular" measures to attract foreign capital, such as imposing taxes on foreign goods, in order to maintain the country's stability and security.

Meanwhile, Russia plans to allocate approximately 13.6 trillion rubles (about 5.39 trillion baht) for its 2027 defense budget.
