Zelensky Says U.S. Intelligence Sharing Resumed After Talks with Trump Envoy in Oslo

The Ukrainian leader confirmed that U.S. intelligence sharing has resumed after he met with Donald Trump's special envoy in Oslo, Norway, where discussions also included a new peace proposal.

On Tuesday, 20 Oct 2026 GMT+7, Ukrainian President Volodymyr Zelensky revealed that the intelligence-sharing system with the U.S., especially the early warning system for Russian missile attacks, “is operational again” after his talks with Steve Vitkoff, special envoy of President Donald Trump, in Oslo, Norway.

Zelensky expressed gratitude that intelligence sharing is now functional again, particularly the early warning system, which is very important for the safety of their people, both children and adults, as it alerts them when missiles are incoming. He thanked the American side for this.

Previously, Ukraine claimed that the U.S. delayed and suspended critical intelligence sharing, but U.S. Secretary of State Marco Rubio denied these allegations.

Zelensky also hopes for good news regarding the speed of SpaceX's Starlink satellite network after Ukraine's military reported speed limitations affecting drone operations against Russia. Additionally, Ukraine is awaiting approval for further deliveries of U.S. Patriot air defense missiles.

Finnish President Alexander Stubb, who also participated in the talks, stated there has been genuine progress on proposals to achieve peace but did not disclose details and cautioned that patience is necessary.

Zelensky and European allied leaders in Ukraine said it now depends on Russia's response to the agreements made in Oslo when Vitkoff arrives in Saint Petersburg on Wednesday.

The Ukrainian leader stressed they are “ready for negotiations” to end the war and added, “Of course, we are not losing this war, but we are losing people due to Russian attacks.” He also mentioned discussions on strong security guarantees and proposals for an energy ceasefire.

Notably, Vitkoff did not attend the Oslo press conference, while another Trump special envoy, Jared Kushner, joined the meeting via video link.

U.S. officials later confirmed that the talks were constructive and confirmed that Vitkoff is scheduled to meet Russian President Vladimir Putin on Wednesday to discuss the new proposals, with Kushner participating via video call as before.

Relations between Ukraine and the U.S. have worsened significantly in recent weeks after the U.S. lifted sanctions on Russian diesel exports to address high fuel prices ahead of the midterm elections.

Donald Trump urged Ukraine to “agree to a deal,” claiming that Russia also wants to end the conflict and that “it is time for Ukraine to end this war.”

Meanwhile, Vice President JD Vance said in an interview that Ukraine is an ally in some areas, but the U.S. and Ukraine have conflicting interests in others, such as the U.S. wanting Ukraine to stop attacking Russian oil refineries.
