Russia continued its attacks on Kyiv just hours after agreeing to revive tripartite talks with Ukraine and the United States to seek an end to the war, noting that negotiations might take place next month.
Foreign news agencies reported that Russia launched missile strikes on Kyiv again on Wednesday, 21 Oct 2026, only hours after declaring it was “in principle” ready to resume peace talks, resulting in damage to multiple homes and at least six people injured.
The tripartite negotiations, suspended since February, saw intensified Russian attacks targeting energy infrastructure, while Ukraine faced shortages of missiles to intercept these strikes.
However, peace efforts have revived in recent weeks. Recently, Steve Wittkoff and Jared Kushner, special envoys of President Donald Trump, met with Russian leader Vladimir Putin in Saint Petersburg after discussions with Volodymyr Zelensky and leaders of Norway and Finland in Oslo.
Yuri Ushakov, Putin's advisor, confirmed that Russia agreed to resume tripartite talks with Ukraine and the United States, possibly on 10 Nov in Abu Dhabi, UAE, emphasizing the discussions must focus on "building a security system after the conflict ends."
President Zelensky said he would accept an agreement to “freeze” fighting along the current frontlines to stop the killing, which he sees as a necessary minimum step for now before later discussing security guarantees.
Relations between Ukraine and the U.S. have significantly deteriorated in recent weeks after the U.S. announced lifting sanctions on Russian diesel oil exports to address high fuel prices ahead of the midterm elections.
Zelensky strongly criticized the agreement, while Trump responded by saying it was time for Ukraine to have a new president or someone else to negotiate on its behalf, blaming attacks on Ukrainian oil refineries for rising fuel prices.
Earlier, Ukraine accused the U.S. of delaying missile warning intelligence and restricting internet speeds via the military’s Starlink satellite system; however, Zelensky stated intelligence sharing has resumed normally after meeting with Wittkoff in Oslo.
