
The Ministry of Finance confirms it will proceed with the "Khon La Khrueng Plus Phase 2" project, aiming to finalize details by December 2025 to allow immediate use starting January 2026.
4 December 2025 GMT+7 Mr. Lawaron Saengsanit, Permanent Secretary of the Ministry of Finance, revealed that the Ministry of Finance is currently studying the project details. The "Khon La Khrueng Plus Phase 2" which will definitely move forward to ensure continuity in spending. The details will be finalized by December 2025 to enable use in January 2026.
"In the meantime, the project details will be improved beyond the previous version. The budget allocation is also under consideration. It is expected that the existing contingency budget is still sufficient since less than half has been used, even after allocations to assist with flood relief in the southern region," Mr. Lawaron said.
Regarding progress on the new round of state welfare registration, it is expected to be submitted to the Cabinet for consideration within this month as well.
Regarding the overall economic picture, Mr. Lawaron stated that recent economic stimulus policies, including Khon La Khrueng Plus and the "Spend and Get Refund" campaign, are likely to help Thailand’s economy continue growing in the last quarter of this year, with an anticipated 1% growth in Q4 as forecasted.
The Ministry of Finance reported progress on the "Khon La Khrueng Plus Phase 2" project as of 4 December 2025, with 992,453 merchants verified and participating nationwide, including those on food delivery platforms.
On the consumer side, 3,069,459 users have fully utilized their entitlements (data as of 3 December 2025), reflecting a strong positive response to the cost-of-living relief measures.
The cumulative spending under the project stands at 66.58 billion baht, divided between 64.41 billion baht spent at regular stores and 2.17 billion baht via food delivery platforms. The government contributed 32.79 billion baht, while consumers paid 33.79 billion baht themselves.
Additionally, 87,350 entrepreneurs have completed Upskill & Reskill training to enhance skills and prepare for the digital economy. The Ministry of Finance emphasized that the "Khon La Khrueng Plus" project remains a crucial mechanism for stimulating the grassroots economy at year-end and that it will closely monitor the outcomes.
