
The Secretary-General of the Agricultural Land Reform Office (ALRO) ordered an urgent meeting to deploy all units to the border areas after escalating unrest affected farmers across several provinces. Three urgent measures were highlighted—assistance, recovery, and care for the injured, deceased, military families, and affected agricultural lands. It was revealed that 224,756 farmers in ALRO areas have been impacted.
Mr. Setthakiet Krachangwong, Secretary-General of the Agricultural Land Reform Office (ALRO). He chaired a meeting on the situation and impacts caused by the unrest in the Thai-Cambodian border provinces, joined by the ALRO Deputy Secretary-General, department inspectors, directors of bureaus (Central Administration, Fund Management, Project Management, Technology Transfer, and Land Development), and land reform specialists including Ms. Arpaparn Phattanapan, Land Reform Officer for Sisaket, Surin, Ubon Ratchathani, Buriram, Chanthaburi, Trat, and Sa Kaeo provinces. The meeting took place at the Jarint Attayothin Conference Room and via Zoom Cloud Meeting.
The ALRO Secretary-General outlined measures and plans to assist farmers by surveying those affected within land reform areas. In cases of death, ALRO will provide support to both the deceased and injured. He emphasized farmers with military family members, such as husbands or sons injured or killed in combat who sacrificed for the nation, should have their cases verified by ALRO provincial offices and reported accordingly. He added that activities or projects unable to proceed due to unrest should be postponed until safety is ensured.
From the meeting, ALRO established the following assistance measures and plans:
1. Urgent measures: The Central Administration Bureau will provide immediate aid including essential consumables to affected farmers. ALRO provincial offices will survey and report to the Central Administration Bureau and Fund Management Bureau, which will implement debt reduction or cancellation measures for farmers, with details to be communicated to provinces.
2. Assistance for government officials, permanent employees, and contracted workers: The Human Resources Division requests those affected by disasters or injury to submit written requests for assistance.
3. Post-conflict agricultural rehabilitation: The Technology Development and Transfer Bureau will assist farmers affected in agricultural areas experiencing damage or needing support. Requests should be submitted to the bureau, which will compile data to develop projects for approval by the ALRO Secretary-General and present them to the Subcommittee on Projects and Land Reform Fund Finance for funding approval. Additionally, provincial ALRO offices reported on current situations and impacts on farmers, detailed as follows.
Regarding impacts, ALRO Sisaket reported that since 7 Dec 2025 GMT+7, three districts are high-risk areas: Kantharalak, Khun Han, and Phu Sing. Kantharalak, the most affected, has the largest land reform area covering 36 subdistricts, 286 villages, 43,000 households, and 384,000 rai. Khun Han covers 11 subdistricts, 124 villages, 20,000 households, and 164,000 rai. Phu Sing includes 7 subdistricts, 101 villages, 1,900 farmers, and 90,000 rai. In total, 49 subdistricts, 511 villages, 75,000 households, and 639,000 rai in these three districts are impacted. Sisaket province has established 360 evacuation centers for affected farmers and 96 family centers, totaling 456 centers, currently housing 46,579 people with capacity for 30,000 more. The governor has assigned centers to prepare food and water for three meals daily, maintain security, provide care, conduct visits, and monitor with deputy governors. Border districts Kantharalak, Khun Han, and Phu Sing have achieved 100 percent evacuation. ALRO Sisaket has not reported any farmer deaths.

ALRO Surin reported that Surin province is divided into two zones: the red zone includes Kab Choeng district with 6 subdistricts and 5,849 affected farmers, and Phanom Dong Rak district with 4 subdistricts and 5,750 affected farmers. The pink zone includes Sangha district with 12 subdistricts and 16,138 affected farmers, and Buachet district with 6 subdistricts and 5,883 affected farmers. Overall, 4 districts and 28 subdistricts have 33,620 affected farmers. Projects impacted include community business in Kab Choeng, sustainable agriculture (organic farming) in Prasat district, and agroforestry projects in Sangha. Bio-agriculture and agroforestry development projects in Prasat, Phanom Dong Rak, and Buachet districts are also affected. The project to convert ALRO 4-01 land titles to agricultural deeds, which is difficult to access, will now accept applications from farmers at evacuation centers. Additionally, four roads under construction in Phanom Dong Rak subdistrict are affected, pending security developments. Surin province has set up 58 evacuation centers across Muang (12), Prasat (11), Sikhoraphum (15), Samrong Thap (4), Sanoam (5), and Khwao Sinarin (9) districts. As of 8 Dec 2025 GMT+7, 28,081 people have taken temporary shelter.
Meanwhile, ALRO Buriram reported 5,935 people registered at evacuation centers, with 1,187 farmers in land reform areas affected. Buriram ALRO projects such as the bio-agriculture product enhancement, agricultural system capacity building, and sustainable agriculture development have been postponed until the unrest ends.
As for ALRO Chanthaburi reported two land reform border districts—Pong Nam Ron and Soi Dao—within 2 kilometers of the border. No evacuations have been ordered yet, but the situation is being closely monitored.
Regarding ALRO Trat reported no injured or deceased cases. The land reform area covers 300,000 rai across 4 districts, 21 subdistricts, and 105 villages, with the border area including 5 districts, 16 subdistricts, and 69 villages. The border incidents occurred in Mueang Trat and Bo Rai districts. Trat province has prepared 118 evacuation centers: 25 in Mueang Trat, 47 in Khao Saming, and 15 in Laem Ngop districts. The provincial administration organization coordinates evacuation vehicles totaling 1,395 units across the three affected districts and has mobilized 1,700 personnel for assistance. Fifty-three shelters are prepared to accommodate 2,400 people. No impacts have been reported yet in ALRO land reform areas.
As for ALRO Sa Kaeo reported that all nine districts cover 2,100,000 rai of land reform area. Four districts are affected: Khlong Hat with 7 subdistricts, 236,000 rai, and 12,400 farmers; Ta Phraya with 5 subdistricts, 334,000 rai, and 18,000 farmers; Aranyaprathet with 7 subdistricts, 64,700 rai, and 7,000 farmers; and Khlong Sung with 4 subdistricts, 175,000 rai, and 6,900 farmers. In total, 23 subdistricts, 811,374 rai, and 44,949 farmers have been affected. Due to the extensive border area, additional evacuation centers are being expanded. Farmers are being evacuated, and affected farmer data is being coordinated. Projects potentially impacted include the community business group in Ta Phraya and sustainable agriculture group in Khlong Sung districts.
In addition, ALRO Ubon Ratchathani reported clashes in four districts: Nam Yuen with 12,000 farmers in land reform areas; Na Chaluai with 15,000 farmers; Nam Khun with 10,000 farmers; and Buntharik with 24,000 farmers, totaling 70,000 farmers affected within land reform zones.
