
The State Railway of Thailand (SRT) is advancing commercial land development around “Bang Sue Grand Station,” starting in 2026 by developing the E plot as the first zone, investing 4.5 billion baht to build the MOT Smart Building, the new Ministry of Transport headquarters, with construction expected to take three years and complete in 2028.
Mr. Anan Phoonnimdaeng, Deputy Governor of the State Railway of Thailand, acting as Governor of SRT, revealed progress on commercial land development, stating that SRT has approved SRT Asset Company Limited (SRTA) to lease 10 large land plots nationwide, each with asset values exceeding 500 million baht, to manage commercially and generate revenue for SRT.
The development aims to ensure SRT’s benefits are not less than current returns. Initially, the 10 plots have asset values (land and buildings) appraised by the Treasury Department totaling over 27.5 billion baht. They are expected to generate more than 100 billion baht in revenue, including: 1. Bang Sue area, plot E1 (new Ministry of Transport headquarters), approximately 21 rai 0 ngan 33.6 square wah.
2. The Phaholyothin triangle area (Central Ladprao), approximately 46 rai 2 ngan 73.31 square wah of usable land; 3. Phaholyothin area (Sunday Market) (Mix Chatujak), about 10 rai 2 ngan 31.9 square wah; 4. Hotel area near Makkasan, Soi Phetchaburi 31 (Soi Jarurat), about 1 rai 3 ngan 34 square wah; 5. Phaholyothin area (corner plot at Or Tor Kor Market), about 6 rai 0 ngan 84.3 square wah.
6. Sila At Station area, about 257 rai 0 ngan 73.3 square wah; 7. Hua Hin Golf Course and Golf Inn Hotel area, about 558 rai 2 ngan 60.2 square wah; 8. Hat Yai Station, plot B, about 13 rai 2 ngan 49 square wah; 9. Mae Nam Station area, about 220 rai 3 ngan 41 square wah; and 10. Bang Sue–Klong Tan route (RCA Project 3–4–5), about 80 rai 0 ngan 66 square wah.
Mr. Anan added that for the 10 large land plots approved for SRTA’s development, SRTA is currently preparing an overall development plan but has not yet submitted it to the Ministry of Transport or SRT. Initially, the first plot ready for development is the E plot near Bang Sue Grand Station, planned as the new Ministry of Transport headquarters under the MOT Smart Building concept. The budget has been allocated, with development set to begin in fiscal year 2026.
“Plot E will be the first major land plot developed in the Bang Sue Grand Station area development plan because the site is currently ready. It will become the site for the new Ministry of Transport headquarters, for which the ministry has received budget allocation for 2026. Therefore, work will start next year. Other plots will depend on SRTA’s overall plan.”
The E plot is located on the northern side of the Bang Sue Grand Station development area, adjoining private land to the north, the Bangkok Grand Central Station to the east, the headquarters of Siam Cement Public Company Limited to the south, and Khlong Prem Prachakorn canal to the west, covering a total area of 138 rai.
It is confirmed that plot E1 will be developed as the Ministry of Transport headquarters under the MOT Smart Building concept, an energy-efficient building accommodating at least 1,200 staff and officials. The main usable office and corridor space will total about 156,000 square meters, with 30,000 square meters of common areas and 62,000 square meters of parking space for 1,550 vehicles.
Additionally, regarding the new Ministry of Transport building plan, the Cabinet on 28 Jan 2025 approved the fiscal year 2026 budget for projects exceeding 1 billion baht under the Office of the Permanent Secretary of the Ministry of Transport. This includes the new Ministry of Transport headquarters construction project scheduled for 2026–2028, with a total budget of 4.5 billion baht.
The Ministry of Transport will use this budget to build a new office for the Permanent Secretary of the Ministry of Transport to replace the current building on Ratchadamnoen Nok Road. The old building has valuable architectural design worth preserving as part of the cultural street, and it is inappropriate to extend, expand, or demolish it for new construction to maintain architectural consistency along Ratchadamnoen Nok Road.
The Ministry of Transport plans to begin budget disbursement in 2026 and immediately start constructing the new headquarters at Bang Sue Grand Station, which is expected to become a future transportation hub. Construction is projected to take about three years, with the Permanent Secretary's office relocating to the new site around 2028.
