
On 5 Feb 2026 GMT+7, the Pollution Control Department reported progress regarding the discharge of wastewater and sewage into the sea at Jomtien Beach, Pattaya City, Chonburi Province, and the prosecution of the contractor responsible for the Jomtien Beach landscape improvement project.
On 4 Feb 2026 GMT+7, the Pollution Control Department assigned its Legal Division and the 13th Regional Environment and Pollution Control Office (Chonburi) to monitor the case progress against the offender. Relevant agencies filed complaints with investigators at Pattaya City Police Station for the following offenses:
(1) Violating or failing to comply with the regulations under the announcement defining environmental protection zones in Bang Lamung and Sattahip Districts, Chonburi Province, which prohibit discharging waste or pollution into water bodies or the sea without treatment meeting legal standards. The penalty includes imprisonment up to 1 year, a fine up to 100,000 baht, or both, as stipulated in Sections 44, 45 together with Section 100 of the Enhancement and Conservation of National Environmental Quality Act B.E. 2535.
(2) Dumping, pouring, or otherwise disposing of waste into the sea within Thai waters causing sedimentation or pollution without permission from the harbor authority. This carries a penalty of imprisonment up to 6 months, a fine up to 10,000 baht, or both, according to Section 119 of the Navigation in Thai Waters Act.,2456

Investigators have further questioned staff from the 13th Regional Environment and Pollution Control Office regarding environmental quality monitoring results. The perpetrator has been informed of the charges and, according to investigators, has confessed to all allegations.
(3) Today, the Department of Fisheries filed an additional complaint with investigators at Pattaya City Police Station for offenses involving releasing, pouring, dumping, or causing substances to enter aquatic animal habitats in a manner harmful to aquatic life and causing pollution harmful to aquatic animals. The penalty ranges from fines of 300,000 to 500,000 baht under Sections 58 (3) and (4) together with Section 140 of the Fisheries Act B.E. 2558.
Investigators are currently further questioning involved parties and will submit the case file to prosecutors to pursue legal action against the offenders following due process.
The Pollution Control Department, through the 13th Regional Environment and Pollution Control Office and the Legal Division, will continue to monitor environmental quality and the progress of legal proceedings against the offenders.
