Royal Gazette Announces New Guidelines for Cybercrime Suppression Center to Combat Suspicious Mule Accounts and Digital Wallets

Mr. Patchara Anantasillp, Permanent Secretary of the Ministry of Digital Economy and Society (DES), revealed that according to Mr. Chaichanok Chidchob, Minister of Digital Economy and Society, there is a policy to accelerate efforts to prevent and suppress online crime, particularly by cutting off 'mule accounts' and digital wallets.

Therefore, the DES Ministry, through the Cybercrime Suppression Center (CSC), has worked with related agencies to establish guidelines for strictly preventing and suppressing offenders involved in online crime. This aligns with the announcement published in the Royal Gazette titled "Announcement of the Cybercrime Suppression Center Regarding Criteria for Listing and Delisting Persons Involved in Cybercrime Offenses B.E. 2569 (2026)."

The guidelines are designed to ensure smooth and effective prevention of account openings, suspension of services or transactions, or account closures for individuals whose names or digital asset wallet numbers are linked to cybercrime offenses, with key points as follows:

- To effectively suppress mule accounts, clear criteria are set for blacklisting suspected individuals, including their "digital asset wallet numbers."

- Immediate cutoff of suspected individuals is mandated; if found involved or appearing in illegal financial flows, financial institutions must deny account openings, suspend transactions, or close accounts immediately.

- To ensure fairness, if investigations find that a person is not involved in wrongdoing, the CSC can issue an announcement to revoke the listing and unlock the suspended account or digital asset wallet.

This announcement will come into effect on 6 March 2026.It takes effect the day after the announcement is published,in the Royal Gazette onward.
