
The National Health Security Office (NHSO) has joined forces with BDI and DGA to upgrade the “Health Link” platform, connecting health data and medical records from more than 20,000 healthcare facilities nationwide. They have incorporated AI technology to help verify gold card benefit claims, ensuring faster and more transparent processing, while facilitating easy access for citizens to check their health records via the “Thang Rath” application.
The Big Data Institute (Public Organization) (BDI) and the National Health Security Office (NHSO) signed a memorandum of understanding (MOU) under the project “Development of Digital Systems and Technology to Connect Health Data Nationwide (Health Information Exchange: Health Link)” at the NHSO Headquarters, with the Digital Government Development Agency (Public Organization) (DGA) witnessing the event.
This collaboration aims to develop and link the Health Link platform with the NHSO’s claims database, which contains treatment information from relevant agencies nationwide. This integration expands data exchange coverage for gold card beneficiaries across the country. When patients visit new service units, doctors can conveniently and quickly access essential health data through the highly secure Health Link platform, which supports diagnosis and treatment. This will improve service quality, reduce duplicate tests and prescriptions, and enhance the overall efficiency of the public health system.
Previously, the Health Link platform connected over 8,500 service and innovation units nationwide, supporting more than 12 essential health data types. It has expanded its use to other systems, such as forwarding health data to the On Screen Review system and linking medical personnel databases registered with the NHSO’s One Stop Service to Health Link. It also sends treatment data to related Personal Health Records (PHR), elevating the country’s health data infrastructure to systematically connect nationwide under a unified standard.
Dr. Jaddej Thammathacharee, Secretary-General of the National Health Security Office (NHSO), said that the collaboration with BDI and DGA upgrades the country’s health data infrastructure to enable systematic connectivity. The NHSO plays a key role in driving healthcare units in the national health security system (gold card 30 baht scheme) to link data to the “Health Link” system and the “Thang Rath” application under uniform standards. It also supports practical use at the local level, including system preparation, personnel capacity development, and public communication to build understanding.
Under this project, data linkage will allow doctors and medical personnel to quickly and comprehensively access patients’ health histories, leading to continuous care, reduced service duplication, and enhanced patient safety. At the same time, it supports management and verification of claims data for greater transparency and efficiency.
. . . Dr. Jaddej added that the NHSO places great importance on protecting personal data. All operations strictly comply with personal data protection laws to build public trust in using health data. It also provides opportunities for citizens to conveniently access their own health information, fostering personal health management and laying a vital foundation for a sustainable health system.
Professor Dr. Theeranee Ajchagkul, Director of the Big Data Institute (BDI), said that currently, Health Link connects claims data from over 10,000 NHSO service units. Combined with approximately 8,500 other service and innovation units such as clinics and pharmacies, the network links nearly 20,000 health data points nationwide. The linked data covers both medical histories and medication information, which is crucial for medical treatment—especially in emergencies or disasters where doctors need rapid and accurate patient data access.
Regarding management, BDI has collaborated with the NHSO to develop an artificial intelligence (AI) system to assist in pre-audit claim verification for outpatient services. This helps the NHSO review data quickly and efficiently, enabling service units to receive payments promptly, improving cash flow, and increasing transparency. Plans include developing Agentic AI to enhance analysis and support accurate decision-making for service payments and to contribute to smarter budget planning.
Additionally, BDI has developed an electronic patient referral system (e-Referral) in partnership with Bangkok Metropolitan Administration and the NHSO, initially piloted in Bangkok. There are plans to expand this to Warm Community Clinics and university hospitals to make patient referrals faster and more seamless. Meanwhile, BDI has worked with the Digital Government Development Agency (DGA) to link the Health Link platform with the “Thang Rath” application, allowing citizens convenient, secure, and private access to their medical records in a single channel.
Mrs. Airada Luangwilai, Deputy Director Acting Director of the Digital Government Development Agency (DGA), said that today’s collaboration among the three agencies marks a significant step in advancing Thailand’s digital government to fully facilitate citizens’ health information access. The “Thang Rath” application serves as the government’s super app, acting as the largest centralized service hub from all government agencies. It enables citizens to access government services conveniently, quickly, and securely. Currently, the app offers 476 government services, has been downloaded over 46 million times, and recorded over 823 million accumulated uses (data as of 24 Apr 2026 GMT+7).

Mrs. Airada added that since the “Thang Rath” app linked to the Health Link platform to allow citizens to access their medical records, about 30,129 users have registered and viewed their history through the app. The “Thang Rath” app also offers many other useful services, such as a Document Wallet, vehicle and driver’s license information checks, free credit bureau summaries, traffic fine payments, utility bill payments, social security benefits checks, medical rights, child care subsidies, and senior and disability allowance verification. Interested citizens can download the “Thang Rath” app from the App Store, Google Play, and App Gallery to use immediately.
All these advancements represent not just technological development but a collaborative effort to establish a national data linkage foundation for systematic data use, improving quality and enhancing the efficiency of Thailand’s digital government.
