
“Phattharaphong” , announced six policy areas to elevate the Civil Aviation Institute into a “World-Class Aviation Training Hub,” accelerating development of Hua Hin flight training center infrastructure with modern technology, and cultivating new-generation aviation personnel to support the Aviation Hub. Drone-eVTOL-Aviation Cybersecurity courses are being advanced. Alongside the goal of becoming a green aviation organization fully utilizing electric vehicles and clean energy.
Mr. Phattharaphong Phattharaprasit, Deputy Minister of Transport, revealed after inspecting and delivering operational policies to the Civil Aviation Institute (CAI) that the government and Ministry of Transport are committed to positioning Thailand as an Aviation Hub and a world-class aviation training center, with the CAI as the key mechanism producing quality personnel to support growth in aviation and tourism industries, which are vital economic drivers. He outlined six key policy directions:
1. Upgrade infrastructure to international standards (World-Class Infrastructure): Accelerate development of the Hua Hin flight training center by acquiring training aircraft, flight simulators, and modern laboratories meeting global standards. Emphasize partnerships with public and private sector agencies to link education, internships, and employment systematically. Target financial self-reliance through revenue from being a world-class training center.
2. Strategic budget management: Expedite disbursement of the 2026 budget to meet targets and comply with regulations. Plan the 2027 budget framework focusing on cost-effectiveness and maximal national benefit to support economic and industrial growth.
3. Develop specialized CAI personnel: Enhance internal staff skills to become high-level experts, establishing a strong foundation for producing aviation students, while improving welfare systems and motivating efficient work performance.
4. Produce personnel meeting modern industry needs: pilots, aircraft technicians, air traffic controllers, aviation safety staff, and unmanned aircraft operators, sufficient to meet demand. Simultaneously develop reskill/upskill curricula for modern aviation technologies such as seaplanes, drones, eVTOL, aviation cybersecurity, and airport digital management to boost national competitiveness globally.
5. Enhance international image and credibility through cooperation with global aviation organizations via conferences, training, and scholarship support. Promote training standards aligned with International Civil Aviation Organization criteria to elevate Thailand as the regional aviation training hub in the Asia-Pacific. 6. Aim for a green aviation organization by fully integrating digital technology and clean energy, including using electric vehicles within the organization, solar power systems, and promoting sustainable aviation fuels (SAF) to become an environmentally sustainable entity.
He also toured CAI’s modern laboratories and teaching technologies, including flight simulators for aviation engineering, aviation engineering labs, air traffic control and communication labs, aircraft technician practice rooms, and air traffic control labs, which form essential infrastructure for international-standard practical skills training.

Dr. Waraporn Temkaew, Deputy Governor and Acting Governor of the Civil Aviation Institute, added that CAI is ready to advance the organization alongside raising training quality by accelerating infrastructure development, laboratories, and facilities to meet international standards. They aim to build networks with government agencies, private sector, and aviation organizations domestically and abroad to connect students to scholarship, internships, and concrete aviation industry employment opportunities.
This inspection and policy delivery reflect the Ministry of Transport’s commitment to comprehensively elevate Thailand’s aviation industry in personnel, technology, and international standards, enhancing the country’s competitive edge and driving Thailand to become a sustainable regional aviation hub in the future.
