Labor Minister Issues Social Security Policy Emphasizing Four Key Missions

Labor Minister Julpanam Amornwiwat delivered social security policy directives to swiftly restore confidence, expand coverage for modern workers, enhance safety, prevent diseases, and comprehensively upgrade service delivery.

On 15 May, reporters noted that on 11 May, Mr. Julpanam Amornwiwat, Minister of Labor, participated in an exchange of views with the Compensation Fund Committee, the Social Security Committee, advisors, and also presented policy directions to executives of the Social Security Office (SSO) at the Somkiat Chayasriwong meeting room, Social Security Office, Bangkok. This aimed to enable the Ministry of Labor to develop policies and set directions for efficient operations that meet the needs and maximize benefits for employers, employees, and insured persons, focusing on building confidence and improving the quality of life for over 24 million Thai workers.

On this occasion, Mr. Julpanam stated that he presented policy guidelines covering three main components of the social security system to the Social Security Committee, advisors, the Compensation Fund Committee, and the Social Security Office. He outlined and emphasized four key missions: restoring confidence and transparency; expanding coverage to allow platform workers and gig workers to join the social security system; enhancing safety, occupational health measures, disease and accident prevention; and developing rehabilitation systems to return workers to employment, thereby reducing long-term medical expenses and upgrading services to cover all dimensions.

He confirmed that overall fund management remains in good condition, despite the organization's image being affected by communication issues in society. He urged all parties to adhere to transparency, accountability, and proactive communication to build trust among insured persons regarding expanding the insured base. The meeting emphasized platform and gig workers, who currently number over 300,000 riders and are expected to reach 1 million within 3–5 years. Simultaneously, efforts are being accelerated to integrate migrant workers into the social security system properly through coordination between the Department of Employment and the Social Security Office, in line with laws and international obligations. Regarding benefits, Quick Wins are being pushed forward, especially in medical rights and welfare, to immediately benefit insured persons without significantly impacting fund stability. He also acknowledged ongoing issues with the SSO Core system, with causes being analyzed and plans for correction underway.

The Labor Minister addressed the CARE formula issue, stating that he will listen to all relevant parties thoroughly, including stakeholders and affected groups, before making a decision. He is prepared to take responsibility for the decision as the proposer to the Cabinet. Regarding the drive to reform the Social Security Office's structure, he hopes it will gain independence from political influence and enhance the professionalism of the investment division, although the organizational form remains undecided. The social security board elections will proceed according to existing regulations, with the Election Committee for employer and insured representatives scheduled to meet on Tuesday, 12 May 2026, to set the election roadmap.

Mr. Julpanam added that the Ministry of Labor is ready to work with all sectors, including the Social Security Committee and advisors, the Compensation Fund Committee, Social Security Office executives, and representatives of employers and employees, to jointly develop a stable, transparent, and modern social security system that truly supports the working people. He is committed to improving the quality of life for Thai workers by providing appropriate social security and welfare throughout all life stages sustainably.
