Minister of Digital Economy Proposes Four-Pronged Plan at WEF 2026 to Boost DEFA Framework and Asia-Pacific Trade

The Minister of Digital Economy took part in ASEAN-APEC discussions at WEF 2026, proposing a four-pronged cooperation plan to jointly reduce disparities in digital regulations and promote integration of the Asia-Pacific digital economy and society, enhancing connectivity.

On 23 June 2026, Chaiyachon Chidchob, Minister of Digital Economy and Society, was honored by the World Economic Forum (WEF) to lead a keynote presentation and open discussions at the Joint Session of APEC and ASEAN Chairs. This forum gathered leaders from government and private sectors during the 17th Annual Meeting of the New Champions 2026 (also known as Summer Davos), held from 23–25 June 2026 in Dalian, People's Republic of China.

Chaiyachon highlighted that amid intensifying economic and technological competition, ASEAN and APEC should work closely together to maintain the region's economic openness and reduce differences in regulations, standards, and governance approaches that may hinder trade, investment, and innovation.

Representing Thailand, he proposed that future cooperation should emphasize "interoperability" rather than enforcing uniform standards. Priority should be on linking systems, regulations, and governance frameworks across countries to facilitate business operations and digital economic development regionally.

Regarding the digital economy, Thailand views the ASEAN Digital Economy Framework Agreement (DEFA) and APEC's digital trade initiatives as key mechanisms to reduce regulatory fragmentation and enhance economic connectivity across the Asia-Pacific region.

Furthermore, Thailand proposed that ASEAN and APEC accelerate cooperation in four key areas:

  • Building a trusted digital ecosystem.
  • Governing and responsibly utilizing artificial intelligence (AI).
  • Strengthening the security and resilience of digital infrastructure.
  • Developing digital skills and human capital to support the future economy.

"Thailand believes ASEAN and APEC can complement each other’s roles in creating a connected, open region ready to face digital-era challenges through fostering trust, cooperation, and sustainable economic integration," Chaiyachon said in closing.
