Summary: Who Must Pay? ERC Explains the Public Electricity Fee Issue, Leaves Policy Adjustment to Government to Ease Citizens Burden

Energy Regulatory Commission (ERC) explains public electricity fee follows the National Energy Policy Council's (NEPC) resolution, exempting charges not exceeding 10% of electricity consumption in the area. They are accelerating meter installations to be completed by 2026, emphasizing readiness to comply with any government policy changes to reduce citizens' burdens.

"ERC" points out that the public electricity fee depends on government policy, urging meter installations to ease citizens' burdens.

Dr. Poolpat Leesombatpaiboon, Secretary-General of the ERC and spokesperson for the Energy Regulatory Commission (ERC), revealed that following the government's emphasis on reviewing public electricity expense management policies to ensure fairness for electricity users, the ERC supports government directives and oversees the Metropolitan Electricity Authority (MEA) and Provincial Electricity Authority (PEA) to operate in accordance with laws, NEPC resolutions, and established guidelines protecting electricity users' interests.

Origin of the public electricity fee

Dr. Poolpat stated that the guidelines on public electricity usage are not new but a continuously implemented policy, originating from a Cabinet resolution in 1987, and have been updated several times by the NEPC to correspond with changes in electricity use and the country's context.

The ERC has continuously monitored, promoted, and expedited this matter, especially pushing MEA and PEA to install public electricity meters starting in 2023 to enable accurate, transparent measurement and segregation of public electricity usage per NEPC resolutions. MEA plans to complete this by 2026, while PEA is ongoing due to nationwide coverage. The ERC will closely follow and expedite the process.

"If there is a policy change to revoke past NEPC resolutions and require electricity fees for public electricityto be collected from the responsible electrical equipment agencies, the ERC is ready to oversee compliance with NEPC resolutions."."Dr. Poolpat said.
