DBD Offers Free Data Checks After 139,804 Names Excluded from State Welfare Card Eligibility in 2026 Due to Shareholding

The Department of Business Development is urgently assisting 139,804 individuals disqualified from the 2026 State Welfare Card due to being listed as directors or shareholders. It offers free nationwide data verification to support appeal submissions through 31 July 2026.

It was found that 139,804 people failed the 2026 State Welfare Card criteria because they are registered as shareholders or directors.

Following the Ministry of Finance's announcement on 17 July 2026 of the 2026 State Welfare Card eligibility results, 9.51 million passed while 9,314,253 did not. Those disqualified can appeal between 17 and 31 July 2026.

Mr. Poonpong Nainapakorn, Director-General of the Department of Business Development, stated that some disqualifications stemmed from individuals being listed as partners, directors, or shareholders in partnerships and companies. The Department has instructed nationwide officials and provincial commerce offices to expedite assistance for people verifying facts to support appeals to the Ministry of Finance, especially low-income individuals genuinely in need of government welfare.

Statistics on applicants listed in the business sector

According to the Department of Business Development’s business database as of 24 June 2026, 139,804 applicants for the 2026 State Welfare Card are partners, directors, or shareholders in partnerships and companies nationwide, detailed as follows:

• 41,007 are listed as partners in partnerships.
• 98,797 are listed as directors or shareholders in limited companies.

The Department has already submitted this data to the Ministry of Finance for consideration and related action.

Procedures for requesting shareholding/director data verification to file an appeal (free of charge)

Those disqualified for this reason may request data verification personally or authorize others to do so by providing a letter specifying the purpose as “verification of eligibility under the State Welfare Registration Project,” including the ID number of the disqualified individual (handwritten is acceptable).

Upon request, officials from the Department and provincial commerce offices will issue a verification letter detailing shareholding or directorship status without any fees.
