The Department of Business Development revealed that 122,324 people lost their poor welfare card rights due to being listed as "nominees" or "shell company accounts," or as directors, shareholders, and partners in 139,804 legal entities. Over 700 have requested data verification, claiming relatives used their names without permission to establish companies. Some admitted to being foreign nominees; others knew their names were used but their requests to remove them were ignored. The department advises the public to urgently verify their information and clarify facts before truly losing their rights.
Mr. Poonphong Nainaphakorn, Director-General of the Department of Business Development, revealed that among the 9,314,253 people who failed to meet the criteria for the state welfare card, 122,324 were named as directors, shareholders, or partners in legal entities, totaling 139,804 entities (some individuals appear in multiple entities). He added that afterthe Ministry of Financeopened an appeal process for those who failed the criteria, the departmentallowed this group toverify their data. Many explained that relatives borrowed their names to register legal entities, acted as nominees for foreigners, or knew their names appeared in entities but despite informing company directors to remove their names, no action was taken. Some registration documents contained errors in ID card numbers, mistakenly registering participants’ IDs. Others were shareholders in the Pracharat Rak Samakkhi Company Limited, a social enterprise, among other cases.
"For the benefit of those who failed the criteria and are linked to nominee or shell accounts in legal entities, they can submit requests for verificationat the departmentor any provincial commerce office nationwide. They should fill out a statement explaining the origin of their listing as partners, directors, or shareholders and submit it to officials. This is voluntary. The department will quickly gather information and facts to send to the Ministry of Finance for consideration and announcement of results in the rights review process. Since the appeal opened on 17 Jul, over 700 people have requested verification with the department."
Citizens can submit requests personally or authorize others to check on their behalf by filling out the "Request to verify status as director/partner/shareholder in a legal entity" form and presenting their ID card. For authorized representatives, the statement must specify it is "to verify qualifications under the state welfare registration project." Officials will check the data and issue a verification letter including details of partnership in registered ordinary or limited partnerships, and shareholder or director status in limited or public companies free of charge.
Verification requestscan be made centrallyat the Department of Business Development, Ministry of Commerce,or the Business Development Officesin Zones 2 (Phahonyothin), 3 (Ratchadaphisek), 4 (Si Phraya), and 5 (Bang Na).
