Good news to end the year! The ERC has decided to reduce the residential electricity rate for the September-December billing period by 9 satang, lowering the average price to 3.86 baht per unit, while also revising the structure to include households without permanent house registration.
Mr. Poolpat Leesombatpaiboon, spokesperson for the Energy Regulatory Commission (ERC). He revealed that the ERC meeting considered a proposal to revise the progressive electricity rate for residential users, resulting in the average electricity charge for the September-December period dropping from 3.95 baht to 3.86 baht per unit (excluding VAT), a decrease of 9 satang per unit. This is due to the new average base electricity rate lowering by 9 satang to 3.69 baht per unit from the previous 3.78 baht.
"Previously, the electricity rate was reduced by 6 satang per unit by excluding public lighting costs (street lights). But after averaging all electricity types, the new base rate decreases by 9 satang to 3.69 baht per unit. This base rate, excluding the automatic fuel adjustment (FT) charge, will be used as the calculation basis for about 4 to 5 years. Since FT and VAT are not included, the new electricity price can drop further. This new base rate results from redefining residential electricity users, as approved by the National Energy Policy Committee (NEPC) after a public hearing process, effective from the September billing onward."
This rate structure revision applies specifically to progressive rates for residential electricity users with meters not exceeding 5 amperes, including type 1.1 for the Metropolitan Electricity Authority (MEA) and type 1.1.1 for the Provincial Electricity Authority (PEA), as well as users with meters above 5 amperes, including type 1.2 for MEA and type 1.1.2 for PEA. The energy charge rate for the first 200 units is capped at no more than 3 baht per unit. For units 201–400, the rate drops from 4.2218 to 4.1584 baht per unit, and for units above 401, it falls from 4.4217 to 4.3583 baht per unit.
Regarding the redefinition of residential electricity users, the ERC approved coverage for electricity use in residences without permanent house registration. Such users must occupy the residence continuously and permanently, have at least six months of electricity payment history, and contact the local electricity authority to verify documentation and enter into electricity purchase agreements under specified conditions.
