The Energy Regulatory Commission (ERC), following a resolution by the National Energy Policy Council (NEPC), has reduced electricity rates for residential homes without permanent registration from the previous 6.80 baht per unit to the same rate as general residences, with the first 200 units capped at no more than 3 baht per unit, starting with the September 2026 bill. This benefits more than 40,000 households.
The Energy Regulatory Commission (ERC) announced a measure to assist electricity consumers by revising the electricity rates for homes without permanent registration or temporary meters to the same rates as regular residences. This aims to ensure fairness for users and reduce living costs for low-income households.
Mr. Poolpat Leesombatpaiboon, spokesperson for the Energy Regulatory Commission (ERC), stated that the ERC has monitored electricity rates charged by the electricity authority to homes without permanent registration, classified as temporary electricity users, who had to pay as high as 6.8024 baht per unit. The ERC considered this rate unfair because these users are actual residents.They are genuine residents.And some are low-income individuals, so the ERC requested the electricity authority to reconsider the rate. Later, the electricity authority proposed charging 4.4217 baht per unit, the highest residential rate under the existing structure.
Subsequently, the National Energy Policy Council (NEPC), driven by the Minister of Energy, resolved to review electricity rates to align with those of permanent residences. The ERC then adopted this NEPC resolution and approved the electricity authority to adjust rates for homes without permanent registration from 6.8024 baht per unit to match those of registered residential homes. This means the first 200 units will be charged no more than 3 baht each, effective from the September 2026 electricity bill, expected to relieve over 40,000 households.

The ERC spokesperson added that many homes without permanent registration have been charged temporary electricity rates for over 10 years despite permanent residency behavior. This adjustment truly restores fairness to citizens.
The ERC urges consumers using temporary meter rates with a six-month payment history to check their electricity bills from September 2026 onward. If usage is within the first 200 units, rates will be capped at no more than 3 baht per unit; units above 200 will be charged according to the normal tiered residential rates. Users still charged temporary rates can inquire or report issues via the ERC’s official LINE account “ERC Problem Reporting” (@ERCvoice).
