The Cabinet approved a budget of 439.225 million baht for the National Housing Authority to develop affordable rental housing projects for low-income people in 2024. The four projects include 596 units located in Sakon Nakhon, Phuket, Loei, and Narathiwat provinces, with low rental prices.
Mr. Nikorn Somklang, Minister of Social Development and Human Security, revealed that on 29 Sep 2026 GMT+7, the Cabinet approved the National Housing Authority's plan to develop four affordable rental housing projects in 2024, totaling 596 units, with a total investment of 439.225 million baht. This includes 102.301 million baht in domestic loans and 336.924 million baht in government subsidies. The projects aim to address the housing difficulties of low-income citizens who cannot yet purchase homes or access standard rental housing in the market. The goal is to provide quality housing with proper public utilities at rents aligned with the target groups' ability to pay. The government prioritizes housing security, reducing inequality, and increasing access to quality housing for all, especially low-income people, the elderly, civil servants, and new workers.
The Minister of Social Development and Human Security added that the Cabinet's approval covers six main points:
1. Approval of affordable rental housing projects for low-income people. In 2024, four projects totaling 596 units with a total investment of 439.225 million baht.
2. Approval of government subsidies. A subsidy of 336.924 million baht with the Budget Bureau allocated to the National Housing Authority.
3. Assignment to the Ministry of Finance, through the Public Debt Management Office to source loans, with the Ministry of Finance guaranteeing the 102.301 million baht loan.
4. Approval allowing the National Housing Authority to incur multi-year financial commitments, up to 336.924 million baht under the 2019 multi-year commitment regulations.
5. Approval for the National Housing Authority's board to authorize budget reallocations among subprojects within the 2024 affordable rental housing projects totaling 596 units, without affecting the project's core objectives and budget.
6. Approval for the Ministry of Finance, through the Treasury Department, to lease land to the National Housing Authority long-term at concessional rates for 30 years. Upon contract expiry, if the Authority continues its original purpose, the lease rate may remain unchanged.
"These six points provide clarity on budgeting, funding sources, project management, and state land use to ensure housing development benefits the public effectively," said Mr. Nikorn.
Mr. Taweepong Wichaidit, Governor of the National Housing Authority, stated that the Authority designed the 2024 affordable rental housing projects in four locations based on universal design principles and environmental friendliness. Each unit is about 28 square meters, tailored to local contexts and the needs of target groups, with details as follows:
The Governor added that the National Housing Authority prioritizes designing buildings and living spaces suitable for target groups, providing necessary public utilities and amenities, while considering cost-effectiveness and the benefits to local residents.
"These four projects maximize the Authority's resources to expand housing options for people with income constraints, especially in areas where affordable housing demand is high," said Mr. Taweepong.
