NHSO Explains 2570 Budget Over 289 Billion Baht to Advance Family Doctor Policy and Resolve Hospital Liquidity Issues

The NHSO announced a Gold Card budget for 2570 exceeding 289 billion baht to serve 47 million Thais, promoting the proactive "family doctor" policy and collaborating with the Ministry of Public Health to resolve hospital liquidity issues, aiming to avoid level 6 financial crises.

Dr. Jadeth Thammathat-aree, Secretary-General of the National Health Security Office (NHSO). He revealed that the 2570 National Health Security Fund budget has been allocated by the government at 289,113.05 million baht, including wages for state service units, an increase of more than 20 billion baht from last year. The average capitation rate is 4,669.44 baht per person, covering 47.17 million Gold Card beneficiaries. The goal is to manage the available budget efficiently and sufficiently.

Five budget management approaches for the Gold Card emphasize proactive primary care services.

1. Closed-end management or setting a spending ceiling for each item.

2. Allocation based on necessity and equity.

3. Emphasis on health promotion, disease prevention, and primary care as part of primary care reform. Family doctor teams will proactively manage public health by connecting doctors directly with patients. In 2570, 107 pilot family doctor teams will care for 10 million patients, with each team responsible for 10,000 people. By 2571, the target population will increase to 20 million, and full coverage of 47 million by 2572. This is a highlight as the NHSO and the Ministry of Public Health will provide more proactive services to the public.

4. Improve budget management efficiency and develop payment systems linked more closely to quality and service outcomes.

5. Adjust criteria to align with necessity and budget constraints within the legal framework.

NHSO and Ministry of Public Health join forces to address hospital liquidity issues.

Dr. Jadeth. He added that this year marks a positive sign of close cooperation between the NHSO and the Ministry of Public Health in managing budgets and services aligned with service demands in various areas. They continuously monitor the financial status and liquidity of service units, adjusting payment and management mechanisms to ensure uninterrupted services and avoid impacting public care. Last year's financial issues at some hospitals were not due to lack of funds but insufficient and inconsistent budget management. The Permanent Secretary of the Ministry of Public Health assigned teams to assist hospitals, which helped reduce the number of hospitals facing level 7 financial crises. The target for next year is to avoid level 6 liquidity crises.
