The Minister of Social Development and Human Security is advancing three flood relief measures from the National Housing Authority worth over 66 million baht to assist residents in 66 projects with rent purchase deferrals and rent waivers up to 4 months, reducing living expenses.
On 28 October 2026, Mr. Nikorn Somklang, Minister of Social Development and Human Security, revealed the flood situation affecting many communities, especially vulnerable groups, low-income earners, and the elderly. Beyond property damage, they face living and housing recovery costs. He therefore directed the National Housing Authority to urgently implement financial assistance measures to improve liquidity.
The minister stated that this policy aligns with the Ministry's eight strategic areas under the concept "Building a Well-Being Society with Opportunities for All Thais." The National Housing Authority has developed three assistance measures for tenants, rent-to-own holders, and operators, totaling over 66 million baht to provide immediate relief.
Mr. Taweepong Wichaidit, Governor of the National Housing Authority, explained the three measures according to damage severity and contract types as follows.
The National Housing Authority categorizes assistance based on the impact level on housing projects as follows.
Projects with minor to moderate impact (44 projects, totaling 6,149 contracts).
Small-scale tenants (2,382 contracts) receive a 2-month rent waiver (October–November 2026).
Rent-to-own holders (3,767 contracts) receive a 2-month rent purchase deferral (October–November 2026).
Projects with severe impact (22 projects, totaling 778 contracts).
Small-scale tenants (156 contracts) and rent-to-own holders (622 contracts) receive a 4-month rent waiver or rent purchase deferral (October 2026 – January 2027).
Penalty waivers: 100% penalty exemption for those settling overdue debts within October–December 2026.
Assistance for operators and tenants in utility areas affected by floods includes rent waivers from October to November 2026 in nine key projects:
Ban Keha Sukpracha Romklao.
Lat Krabang Phase 1.
Romklao 3 Part 2.
Khlong Chan Flats.
Prachaniwet 2 Phase 3.
Thung Song Hong Community Housing.
Tha Sai Community Housing.
Bang Bua Community Housing.
Ramindra Community Housing.
Beneficiaries must be lease contract holders or under contract review per criteria and receive a 100% penalty waiver if paying overdue rent from September to December 2026.
Support is provided to subtenants based on area severity.
The National Housing Authority will compensate leaseholders proportionally for waived subrent and waive penalties for late payment in November 2026.
All three measures aim to reduce expenses and increase liquidity during post-flood recovery by waiving rent and deferring rent purchases. They do not cover water, electricity, taxes, common fees, community maintenance, or other costs. Eligibility follows specific criteria, and penalty waivers do not cancel principal debts or outstanding balances.
