
"Napaphat Anchasanichamon," also known as "S.C. Joy," was removed from her position as President of the Prachinburi Provincial Administrative Organization due to holding shares in a media company, effective from 6 June 2024.
On 4 December 2025 GMT+7, Veerapant Deeon, Governor of Prachinburi Province, signed an official letter dated 2 December 2025 GMT+7 to the President of the Prachinburi Provincial Administrative Organization. The letter announced the decision regarding the membership status of a council member of the Prachinburi Provincial Administrative Organization, following a complaint requesting investigation and determination. Ms. Napaphat Anchasanichamon while serving as a member of the Prachinburi Provincial Administrative Organization Council, representing Mueang Prachinburi District, Constituency 2, Prachinburi Province, whether her membership had ended and if her rights should be revoked under the law.
This inquiry arose because during her tenure as a member of the Prachinburi Provincial Administrative Organization Council, she signed as an initiator to establish a company engaged in media and advertising publication and purchased shares in that company. Subsequently, Prachinburi Province appointed an investigation committee to examine this matter.
The Governor of Prachinburi Province, exercising authority under Sections 9 and 11 of the Provincial Administrative Organization Act B.E. 2540 (1997) and its amendments, along with Clause 35(2) of the Ministry's regulations on investigating certain officeholders in the Provincial Administrative Organization B.E. 2563 (2020), ruled that Ms. Napaphat Anchasanichamon's membership as a council member of the Prachinburi Provincial Administrative Organization, representing Mueang Prachinburi District, Constituency 2,
had ended because she is disqualified from exercising the right to run for local council or executive positions under Section 9, Paragraph 2, and Section 11(6) of the Provincial Administrative Organization Act B.E. 2540 and its amendments, together with Section 50(3) of the Local Council or Executive Election Act B.E. 2562 (2019).
This termination of membership is effective retroactively from the date of the infraction, 6 June 2024, when she was listed as a shareholder of the media company involved in newspaper or mass media activities.
Furthermore, while she was serving as President of the Prachinburi Provincial Administrative Organization, in her current term, resulting from a separate election, she is hereby removed from the position of President of the Prachinburi Provincial Administrative Organization, which she currently holds, according to the law, under Section 11, Paragraph 3 of the Provincial Administrative Organization Act B.E. 2540 and its amendments.
The Prachinburi Provincial Administrative Organization is therefore requested to proceed in accordance with the Local Council or Executive Election Act B.E. 2562 regarding related matters.
