
The Military Command has ordered a blockade of the Gulf of Thailand to intercept oil and military supplies being transported to Cambodia, and has declared the maritime area around Cambodian ports a high-risk zone.
On 14 Dec 2025 GMT+7, urgent correspondence from the Thai Armed Forces Headquarters (TAF HQ) and the Military Command Center (MCC) stated the following:
1. To ensure the Thai military operations are effective and achieve their objectives, the Military Command meeting on 12 Dec 2025 GMT+7 resolved to take action against Thai vessels and/or Thai operators using Thai-flagged ships or foreign-registered vessels transporting and exporting fuel or military supplies to Cambodia by sea. This aims to diminish and reduce Cambodia's capability to threaten Thailand.
2. Regarding item 1, to ensure the operation proceeds smoothly and timely, TAF HQ/MCC requests the Ministry of Defense/National Security Operations Center to urgently consider bringing this matter to the Security Council meeting, with the following operational guidelines:
2.1 Propose that the National Security Council consider mechanisms under its authority for maritime agencies within the Marine National Interest Protection Center (MNIPC) to implement the following:
2.1.1 The National Security Council to resolve on declaring measures to suspend the transportation of fuel and military supplies to Cambodia.
2.1.2 Agencies within MNIPC to enhance measures under Section 27 paragraphs 2 and 3 to integrate mechanisms for controlling and monitoring commercial cargo ships, fishing vessels, and fishing support vessels, including both Thai vessels and maritime operators who directly or indirectly own ships, manage fleets in transport and international trade sectors, and who exhibit activities of smuggling and exporting fuel or military supplies to Cambodia.
2.1.3 MNIPC to consider declaring the maritime zones surrounding Cambodian ports as high-risk areas.
