GBC Meeting Assesses Cambodias Sincerity, Reaffirms Thailands Three Conditions: Cambodia Must Cease Fire First

The Ministry of Defence spokesman revealed that the success of this GBC meeting depends on Cambodia's sincerity, stressing Thailand's three conditions: Cambodia must be the first to stop firing since it initiated the conflict.


At 14:30 on 24 Dec 2025 GMT+7, at the Joint Border Situation Press Center, Channel 5, Lieutenant Colonel Richcha Suksuwanont, Deputy Spokesperson of the Army, said that this morning (23 Dec), the Burapha Task Force of the 1st Army Area took control of Ban Khlong Paeng and Ban Nong Ya Kaeo in Sa Kaeo province. Partial control was established in Ban Nong Chan, but clashes continue.

In the 2nd Army Area, Thai-controlled territory has expanded, and security has been restored. However, in Phu Ma Khuea-Huai Tamaria area, Si Sa Ket province, fighting persists with ongoing attacks. In all controlled areas, PMN-2 anti-personnel mines were found, most recently in Sa Kaeo province. At Prasat Ta Kway and Hill 350 in Surin province, PMN-2 mines, modified anti-tank mines, improvised explosive devices, and modified rocket-propelled grenades (RPGs) used by Cambodian forces were discovered. Across the 1st and 2nd Army Areas and the Navy, continuous use of anti-personnel mines has been found since the initial clashes in July 2025, providing key evidence used by the Ministry of Foreign Affairs to inform the international community of violations of the Ottawa Convention.

Air Force spokesperson Lieutenant General Jakkrit Thamwichai said the Air Force continues operations in support of the Army, especially in contested areas marked orange for clashes, and red for areas where Cambodia continues attacks against Thai military and civilians, threatening lives and property. He affirmed that peace comes with sincerity; currently, Cambodia has shown no sincerity regarding a ceasefire, making it the military's duty to protect civilian lives and property.

He admitted that this morning (24 Dec 2025 CE), air operations targeted a Cambodian arms depot in Phnum Sompeau subdistrict, Banan district, Battambang province, aiming to reduce Cambodia's capabilities and ensure the safety of Thai forces.

When asked if this marked the first escalation of deep air strikes inside Cambodia, Lieutenant General Jakkrit said the operations continue to target military objectives as a right of self-defense. The strikes are humanitarian, targeting weapons posing threats rather than Cambodian troops or personnel. All targets struck since the first day remain military and have minimized civilian impact.


Marine task force steps on mines in three houses in Trat province; safe now.

Lieutenant Colonel Napatsakorn Tipsawarn, Assistant Spokesperson of the Navy, said that the Trat Marine Task Force, part of the Navy, stepped on mines laid by Cambodian troops in three houses in Ban Nong Ree, Chamrak subdistrict, Mueang district, Trat province. The personnel who encountered the mines have been treated, and efforts continue to secure and stabilize the area with all involved sectors.


Total of 23 brave soldiers have died.

Rear Admiral Surasak Kongsiri, Ministry of Defence spokesman, reported that since 15:00 yesterday (23 Dec 2025 GMT+7), Cambodian forces attacked Thai troops near Ban Nong Chan, Sa Kaeo province, killing one Thai soldier and injuring four, bringing total Thai military deaths to 23. At 17:00, Cambodia launched multiple BM-21 rockets at Pha Mo I Daeng National Park in Kantharalak district, Si Sa Ket province, damaging park facilities. Two main ongoing conflict points remain: Ban Nong Chan, Sa Kaeo, and Pha Mo I Daeng, Si Sa Ket. At 10:15 today, Cambodia continued firing over 80 BM-21 rockets into Ta Phraya district and Khlong Paeng, Sa Kaeo, after Thai forces pushed them out.


Total displaced persons reached 150,529.

Rear Admiral Surasak said these military operations demonstrate Cambodia's continued heavy weapon attacks on Thailand even as both sides initiate the GBC meeting today to discuss reducing tensions and peace measures. This reflects Cambodia's level of sincerity in resolving the conflict. Thailand continues self-defense strikes to stop attacks under international principles. Currently, 150,529 displaced persons reside in 779 temporary shelters. Civilian casualties include one direct death from Cambodian attacks, 41 indirect deaths related to the Thai-Cambodian conflict, and 13 injured from Cambodian attacks. Eighteen hospitals and 240 subdistrict health promotion hospitals have been affected.


Success of this GBC meeting depends on Cambodia's sincerity.

Rear Admiral Surasak stated that today is the first day Thailand and Cambodia hold the General Border Committee (GBC) secretaries' meeting at the Ban Phak Kat permanent border crossing in Chanthaburi province. The meeting began around 16:00–17:00 today, with secretaries setting the agenda, framework, and procedures over four days from 24 to 26 December. The meeting proceeded smoothly, reaching clear agreements. On the morning of 27 December, the defence ministers of both countries will meet.

The initial discussion points are expected to align with previous talks and agreements, including Thailand's clear three conditions: Cambodia must be the first to cease fire, and restoration of cooperation on humanitarian mine clearance, a priority pushed by Thailand.

The Ministry of Defence spokesman emphasized that the meeting's success depends on Cambodia's sincerity, as Cambodia initiated the conflict. Ending the conflict requires Cambodia to demonstrate sincerity not just in words but in consistent actions to inform the international community. He reiterated that this sincerity must be ongoing.
