GBC Meeting Concludes After Revising Six Agreement Documents To Be Submitted to NSC for Review This Evening

The GBC secretarial-level meeting concluded after intense discussions on the agreement. The Cambodian side returned the sixth revised draft in the afternoon. The matter is scheduled to be submitted to the National Security Council (NSC) for consideration this evening. The Deputy Chief of Staff indicated that if any issues arise, the MOU signing on 27 December may be affected.

On 26 December 2025, at the Ban Phak Kat Permanent Border Crossing in Pong Nam Ron District, Chanthaburi Province, the 3rd Special Session of the Thailand-Cambodia General Border Committee (GBC) for 2025 was held at the secretarial level. The meeting began at 10:00 a.m. The atmosphere was tense. The Thai side was led by Gen. Natthapong Praokaew, Deputy Chief of Staff of the Royal Thai Armed Forces Headquarters, serving as chairman of the Thai GBC secretariat. The Cambodian side was led by Maj. Gen. Nyam Boraden, chairman of the Cambodian GBC secretariat.

Later, Gen. Natthapong Praokaew, Deputy Chief of Staff and chairman of the Thai GBC secretariat, told reporters after the meeting that talks between the two countries had progressed. Five joint documents were revised. Earlier that morning, the Cambodian side took the fifth document back for further amendments before sending the final draft back at 2:00 p.m. for the Thai side to present as an agreement to the Cabinet for consideration prior to official signing.

Gen. Natthapong said the Thai side received the documents from Cambodia after midnight and quickly reviewed them before the morning meeting. He explained parts where Thailand still disagreed. Cambodia took those suggestions into account and further revised the documents, returning the completed draft at 2:00 p.m.

On the same day, the matter will be submitted to the National Security Council (NSC) meeting in Bangkok for review. If there are no objections, the Minister of Defense and his delegation will travel to sign the Memorandum of Understanding (MOU) with Cambodia on 27 December 2025 at 10:00 a.m. as scheduled, followed by a press conference.

Reporters added that the contents of the sixth revised draft have not yet been disclosed and must await NSC approval. Notably, the venue has been prepared for the signing ceremony between Defense Minister Gen. Natthapon Nakpanich and Cambodian Defense Minister Gen. Tea Serey Ha on 27 December.

Meanwhile, the joint Thai-Cambodian border situation press center will move its press briefing location to the meeting venue in Chanthaburi Province as well.
