
The Second Army Region clarified measures controlling the export of "fuel oil" to the Lao People's Democratic Republic, affirming appropriate procedures that consider national security by requiring "GPS tracking" from the point of origin to the destination, along with assigning officers.to conduct inspections.
On 28 Feb 2026 GMT+7, the Second Army Region Operations Center explained the control measures for exporting fuel oil to the Lao PDR.
It stated that measures have been set regarding fuel oil exports to the Lao People's Democratic Republic to minimize potential impacts on the Lao population and to ensure operations are orderly, transparent, and aligned with security guidelines.
The Second Army Region announced that it suspended fuel oil exports starting 14 December 2025 GMT+7. Currently, the Army has approved a framework for export control measures that are appropriate and stringent. The unit has held briefing meetings and coordinated operations with local security agencies and representatives of fuel export businesses through the Chong Mek customs checkpoint to verify export demand data from local operators, involving six representatives from three fuel distribution companies.
Additionally, coordination was made to verify 10 Lao operators in Champasak province, who confirmed in writing that these companies are legally authorized to import fuel oil according to Lao laws and have not exported to any third countries.
To ensure transparent and verifiable exports, the Second Army Region has implemented additional controls including GPS tracking of fuel transport vehicles from origin to destination; assigning officers to verify the type, volume, and vehicles used conform to authorized permissions; requiring certification of cargo transfer at the destination warehouse in Laos; and mandating reporting results to the Suranaree Task Force each time.
The Second Army Region reaffirmed it will operate under appropriate control measures that consider national security, transparency, and maintain good international relations strictly.
