Director of Subdistrict Health Promoting Hospital Drinking Beer During Patient Blood Draw May Violate Discipline and Misconduct Rules

Sakon Nakhon's Public Sector Anti-Corruption Commission (PACC) Region 4 is investigating the case of a Subdistrict Health Promoting Hospital director drinking alcohol while performing duties. Following suspension, this behavior preliminarily appears to violate civil servant discipline and official misconduct rules, as it represents inappropriate conduct while serving the public.

The Office of the Public Sector Anti-Corruption Commission (PACC) Region 4 conducted a fact-finding mission regarding a Subdistrict Health Promoting Hospital official in Waritchaphum District, Sakon Nakhon Province. Images and information about this official's inappropriate behavior while on duty were circulated on social media. Meanwhile, the Sakon Nakhon Provincial Administrative Organization (PAO) ordered the official to assist at another post and established a committee to investigate the matter.

On 18 June 2026, a reporter reported that on the previous day (17 June 2026), Mr. Jirawat Supap, Director of PACC Region 4, assigned a team comprising Mr. Sawat Nasomfan, Senior Investigative Officer, Mr. Puriphat Phonchaika, Investigative Officer, and Ms. Phakkini Khaomuang, Investigative Officer, to examine the facts at the residence of the complainant in Kham Bo Subdistrict, Waritchaphum District, Sakon Nakhon Province. This followed complaints made via online media about a public health officer assigned to provide community patient care services.

Preliminary information indicates that the official went to provide blood drawing and health check services for elderly patients at their homes but was accused of drinking alcoholic beverages while on duty and being intoxicated. This impaired their ability to work effectively, resulting in widespread criticism and raising public concerns about health service standards in the area.

After receiving the complaint, PACC Region 4 promptly gathered evidence, interviewed involved parties, and thoroughly examined all aspects to determine whether the conduct constituted a disciplinary or official misconduct offense.

Initial investigations by PACC Region 4 found that the behavior described in the complaint may indeed amount to civil servant disciplinary violations and official misconduct, as it involved inappropriate conduct while serving the public. This negatively impacts the public agency's image, credibility, and the trust of service recipients.

PACC Region 4 is continuing to collect evidence, conduct on-site fact-finding, and hear testimonies from relevant individuals to inform their consideration. The findings will be submitted to superiors for preliminary hearings under the Act on Administrative Measures for the Prevention and Suppression of Corruption B.E. 2551 (2008) and its amendments, ensuring fairness for all parties involved.


At the same time, Ms. Narumon Sapso, President of the Sakon Nakhon Provincial Administrative Organization, signed an order reassigning the health official—originally based in Waritchaphum District—to assist at Ban Khok Sa-at Subdistrict Health Promoting Hospital in Phang Khon District, Sakon Nakhon Province, effective from 17 June 2026 until further notice.

Additionally, the Sakon Nakhon PAO appointed a committee to thoroughly investigate the incident, affirming that the process will strictly adhere to regulations, laws, and principles of good governance to ensure fairness for all parties.

Nevertheless, the case remains under investigation by the relevant agencies, including the Sakon Nakhon PAO and PACC Region 4. The official findings will determine whether any misconduct occurred. All parties emphasize their commitment to a transparent, careful, and lawful process to maintain public confidence in the civil service system and state health services.
