The governor of Nan province convened an urgent meeting with related agencies to establish One Stop Service (OSS) centers in all 15 districts. These centers will handle case reception, rights verification, appeals submission, and consultations for the “2026 State Welfare Card,” assigning staff at every service point after an elderly woman fainted and passed away.
2026 State Welfare Card: In a recent case, a 69-year-old grandmother from Sakad Klang village in Pua district, Nan province, traveled down from Doi Sakad to appeal her poor person's card at a bank. She queued since the afternoon but fainted and died, as previously reported.
Regarding this, on 21 July 2026, the Nan Provincial Public Relations Facebook page posted that on 20 July 2026 at the Bank for Agriculture and Agricultural Cooperatives (BAAC) branch in Pua, a citizen waiting to confirm rights and appeal the State Welfare Card fainted and lost consciousness. Officials promptly provided assistance and transported her to Somdej Phra Yuparaj Pua Hospital, where CPR revived her pulse. However, she later died at 04:00 on 21 July 2026 at the hospital.
The Department of Provincial Administration has instructed all provinces to set up One Stop Service centers to facilitate public convenience in managing State Welfare Card rights.
Nan province, led by Governor Chainarong Wongyai, called an urgent meeting with related agencies to set measures assisting citizens. The directive includes establishing One Stop Service centers in all 15 districts for case reception, rights verification, appeals, and consultation. This effort integrates agencies such as Government Savings Bank, Krung Thai Bank, BAAC, Nan Land Office, Nan Transport Office, and Nan Learning Promotion Center (Sakorn) with staff assigned at every service point.
Additionally, all districts have been tasked to prepare facilities and conveniences for the public, including queue systems, waiting areas, drinking water, and first aid points. Members of the Territorial Defense Volunteers (OrSor), Village Security Volunteers (ChorBor), Village Health Volunteers (AorSorMor), and district public health officials will closely oversee safety and provide assistance.
Today (21 July 2026) at 13:00, the governor of Nan, along with heads of departments and related agencies, visited Pua district to inspect public service facilities and held a meeting to prepare for the establishment of the One Stop Service center at the Pua district office. All 15 district chiefs participated via an online system.
New recipients of the State Welfare Card can verify their rights through subdistrict chiefs or village heads or alternatively at nearby branches of Government Savings Bank, BAAC, and Krung Thai Bank.
Meanwhile, the Ministry of Interior is proposing to the Cabinet an extension for submitting appeals for the State Welfare Card until 20 September 2026. They are expediting the establishment of One Stop Service centers in every district to facilitate elderly, disabled, and remote-area residents. They will also investigate cases of identity misuse involving company or bank accounts to ensure affected individuals can fairly access their rights.
Nan province advises citizens to gradually access services at their convenience to reduce crowding and ensure equitable service delivery.
