A blind disabled man filed a complaint with Dr. Thanakrit about identity theft involving the state welfare card, revealing he was listed as married with four children despite having been single all his life. He fears his name is being used for illegal purposes.
At 09:00 on 25 Aug 2016 at Thanakrit Law Firm on Romklao Road, Lat Krabang district, the Treecharoen family, led by 81-year-old Mrs. Kanya Treecharoen, her 61-year-old son Mr. Nipon Treecharoen, who is blind in one eye and partially paralyzed from a stroke, and 50-year-old sister-in-law Mrs. Kulanan Treecharoen, along with relatives, met with Lieutenant Colonel Dr. Thanakrit Jitraareerat to seek justice after discovering irregularities in civil registration and identity theft involving the state welfare program.
Relatives of Mr. Nipon revealed that he is disabled, has no income besides his disability allowance, and lives a difficult life with his 81-year-old mother. When his brother and sister-in-law helped him register for the state welfare program, bank officials informed them that someone had already registered and verified identity under his name.
Upon further inquiry with relevant agencies and a district office in Nakhon Pathom province, shocking data emerged showing Mr. Nipon was recorded as married with four children, even though he has remained single all his life and never had a wife or children. The mother's name was duplicated in civil records, showing Mrs. Kanya as mother to multiple individuals sharing Mr. Nipon's name, surname, and national ID number. When discussing with the woman named as his registered wife, she shifted responsibility to him to sign divorce papers. The family found this unfair since he never registered any marriage in the first place.
The family expressed deep concern that others may have been deprived of benefits or used Mr. Nipon's identity to commit illegal transactions. They decided to appeal to Dr. Thanakrit for assistance, urging relevant agencies to promptly investigate, restore his rightful state welfare benefits, and correct civil registration records legally and swiftly.
Lieutenant Colonel Dr. Thanakrit Jitraareerat said his team received complaints about welfare identity theft affecting a disabled, blind man who never married but is listed as married with an unknown woman and having four children. He plans to coordinate with the Ministry of Social Development and Human Security, which oversees disability welfare. If identity theft or official negligence is confirmed, legal action will follow, including investigating whether others have been similarly victimized.
Mr. Pong, a volunteer with Dr. Thanakrit’s team, reported that field investigations uncovered official documents bearing Mr. Nipon's 13-digit national ID and the same mother's name, but showing over four children in the civil registration system. Marriage records dating back to 1990 at Non Thai District in Nakhon Ratchasima province were also found, though the marriage certificate was missing when requested. Additionally, records indicate someone used his name for medical treatment at Siriraj Hospital. This raises concerns that the duplicated ID number could be used fraudulently for transactions, loans, or criminal activities. Authorities are urged to urgently investigate and rectify the situation.
Mrs. Kulanan Treecharoen, the sister-in-law and caretaker, said they have sought justice and resolution for over five years, contacting district offices, the Damrongtham Center, the Department of Provincial Administration, and even the Prime Minister’s Office, but the case stalled. Local officials advised having the victim sign divorce papers to end the issue, which the family rejects since the marriage registration was invalid from the start and not initiated by Mr. Nipon. They decided to seek help from Dr. Thanakrit, hoping to restore welfare benefits and correct civil registration data properly.
