Bangkok Council Approves Flood Relief Budget of 1.139 Billion Baht Governor Chatchat Pushes Full Recovery Efforts

On 28 Oct 2024 GMT+7, during the third session of the fourth regular meeting of the Bangkok Metropolitan Council, Governor Chatchat Sitthiphun proposed a draft supplementary budget ordinance for the 2027 fiscal year totaling 1,139,273,100 baht to assist disaster victims. Governor Chatchat stated that Bangkok has contributed 310 million baht for flood relief and informed the government that any additional contributions would likely come from future government payments owed to Bangkok, such as 20 billion baht from land and building taxes or 5 billion baht from reduced transfer fees. So far, over 3.768 billion baht has been paid to flood victims covering 518,039 households, marking a very rapid compensation process.

"The remaining central budget may include projects integrated this year to prevent flooding next year, such as water pipes, drainage equipment, or urgent projects requiring additional funding, like a waste truck contract which may need an extra 600 million baht. The drainage projects have been budgeted to balance income without overspending. There are 11 drainage tunnels planned, with a 27-year construction period; six have been completed. In the future, there may be a need to consider borrowing funds to complete these projects. The interest on such loans should be considered as a compensation cost to avoid, requiring careful planning and discussion between the executive and legislative branches."

The meeting approved the draft ordinance in principle, with all 38 attendees voting in favor. A special committee was appointed to review the draft before presenting it again at the Bangkok Metropolitan Council for second and third readings on 4 Nov 2024 GMT+7.
