Social Security Office Reveals Public Feedback on Draft Election Regulations for Social Security Board, Explains Review Process

The Social Security Office revealed that there were 1,244,260 instances of public feedback on the draft election regulations for the Social Security Board submitted through three channels. It also explained the review process, emphasizing that every comment matters.

On 25 Feb 2026, Ms. Kanchana Phunkaew, Secretary-General of the Social Security Office, stated that the office had opened a consultation to gather opinions and suggestions from relevant sectors on the draft Ministry of Labour regulations regarding the criteria and procedures for electing representatives of employers and insured persons to serve as members of the Social Security Committee. The consultation period ran from 15 January 2026 to 14 February 2026, during which there was significant interest, with a total of 1,244,260 comments received.

The Social Security Office provided three channels for submitting feedback to facilitate broad access and participation among stakeholders, namely:

1. The central legal system website www.law.go.th, which accounted for the highest share of feedback submissions at 56.21%.

2. The Social Security Office’s official website www.sso.go.th, which accounted for 36.26% of feedback submissions.

3. Feedback collection corners at Social Security Office branches nationwide, accounting for 7.53% of submissions.


Regarding the profile of respondents, Section 33 insured persons represented the largest proportion at 73.74%, followed by Section 39 insured persons at 10.99%, Section 40 insured persons at 3.89%, employers at 1.80%, organizations/councils/associations/networks at 0.15%, the general public or interested individuals at 8.88%, and others at 0.56%. This reflects the awareness and active participation of stakeholders in the development of regulations concerning the rights and responsibilities of insured persons and employers.

The Secretary-General added that given the large volume of comments and suggestions received, the Social Security Office treats every opinion equally. Each comment undergoes comprehensive data processing and analysis to reach conclusions on each issue that genuinely reflect the intentions of stakeholders. This process complies with the Act on the Principles of Drafting Laws and Evaluating Legal Effectiveness B.E. 2562 (2019).

After completing this process, the summary report of the public consultation will be submitted to the Subcommittee on Revising the Ministry of Labour’s Regulations on the Criteria and Procedures for Electing Employer and Insured Person Representatives to the Social Security Committee B.E. 2564 (2021), followed by the Social Security Committee, by March 2026. It will then be forwarded to the Minister of Labour for consideration of further legal implementation steps.
