Office of the Education Council Collaborates with Leading Institutions to Advise on Specialized Education Career Paths

The Office of the Education Council joins forces with leading institutions to recommend career paths in "specialized education" and introduces the ISTEd system to manage Thailand's digital education information


On 1 May 2026, reporters reported that Mrs. Ampha Promwat, Policy and Educational Planning Advisor at the Office of the Education Council (OEC), chaired the workshop titled "Developing a Specialized Education Data Network: Opening Doors to Dreams Towards Specialized Education Career Paths." Representatives from agencies offering specialized education—including professional education groups, military, police, medical, and nursing professionals—along with teachers and education personnel attended the event at Riverside Bangkok Hotel, Bangkok. The event was also live-streamed on the Education Council's Facebook page.

Lieutenant General Thongkham Chumphon, a special expert of the Royal Thai Army, presented on "Specialized Education to Enhance Thailand's Competitive Edge." He provided insights into agencies offering specialized education and the mechanisms for accrediting educational curricula through collaboration with the Ministry of Education, Ministry of Higher Education, Science, Research and Innovation, and professional councils. He cited the Ministry of Defence's example, which oversees educational institutions under its command: the Royal Thai Armed Forces Headquarters, Army, Navy, and Air Force. The core principles are "understand, access, and develop," especially keeping pace with technological changes integrated into curricula, such as drone piloting and modern digital skills, to ensure Thailand’s specialized personnel meet international standards and compete globally.

Specialized education in Thailand aligns with the National Education Act B.E. 2542 (1999), Section 21, which states that ministries, bureaus, departments, state enterprises, and other state agencies may provide specialized education according to their needs and expertise, considering national policies and standards, following rules and conditions set by ministerial regulations. The 2004 ministerial regulations on specialized education define it as a distinctive form of education differing from general curricula, aiming to produce personnel with specific professional knowledge and skills to meet agency requirements. It targets learners through curricula at the upper secondary or equivalent level, post-secondary non-tertiary, diploma, and bachelor's degree levels. Experts in specialized professions deliver knowledge to cultivate competencies matching agency demands and support the nation's economic development.

The panel discussion covered three professional groups as follows:

1. Specialized Professional Education Group: The Railway Engineering School focuses on training skilled operational personnel to support Thailand's rail transport industry with a vocational diploma curriculum across five fields: mechanical engineering, electrical technician for locomotives and rolling stock, signaling and telecommunications technician, civil engineering, and train operations management.

2. Military and Police Professional Education Group: Emphasizes discipline alongside academics. Graduates receive a royal ceremonial sword and diploma in their field, are commissioned as officers with ranks such as Second Lieutenant (Army, Navy, Air Force) or Police Sub-Lieutenant, and receive allowances during their studies.

3. Medical and Nursing Professional Education Group: The Srisavarindhira Thai Red Cross Nursing College admits students to the Bachelor of Nursing Science program, providing scholarships from the Thai Red Cross Society to all selected candidates to promote educational opportunities for Thai society.

The Office of the Education Council recommends the ISTEd platform: the Information System for Thailand Education. Developed to serve as a tool for collecting and linking educational data from Thai educational agencies, it includes education indicators such as quality assessment, education quality, lifelong learning index, access to educational opportunities, and average years of schooling in the population. The system aims to support educational planning in Thailand aligned with Sustainable Development Goal 4 (SDG 4), ensuring inclusive, quality education and promoting lifelong sustainable learning.
