The National Council on Social Welfare of Thailand under Royal Patronage gathered ideas to set operational strategies under the theme “Different Roles, One Heart, Building a Supportive Thai Society Together.”
On 9 September 2026 at 1:00 p.m., at the Vayupak 3 Conference Room, 4th floor, Vayupak Conference Center, Centara Life Government Complex Hotel and Convention Center, the National Council on Social Welfare of Thailand under Royal Patronage held a meeting of its executive committee and the National Outstanding Mothers Foundation for All Mothers (NOMF) for the 2026–2030 term. The meeting aimed to set operational strategies under the theme “Different Roles, One Heart, Building a Supportive Thai Society Together” during 8–9 September 2026. Police Lieutenant Dr. Manat Nonuch, chairman of the Council and chairman of the NOMF, presided. Mr. Sutthipong Julcharoen, former Permanent Secretary of the Ministry of Interior, and Dr. Wandi Kunchornyakorn Julcharoen, honorary advisor to the Council and the NOMF, joined to deliver special lectures. Committee members and network partners attended the meeting.
Mr. Sutthipong Julcharoen said it was a great honor to join others of shared virtue. Everyone present is blessed to be working as volunteers fulfilling King Rama IX’s royal initiative to continue, preserve, develop, and correct societal issues. The “904” name is well known among the public; the Volunteer 904 Project was one of the first initiatives established by His Majesty the King after his accession. Most attendees are already volunteers aiding society. Today’s talk is to make us proud of our work. Being volunteer leaders not only meets the Council’s objectives but ultimately expresses loyalty to the nation, religion, and monarchy. Loyalty means the King has helped his subjects overcome suffering and achieve greater happiness, matching the Ministry of Interior’s motto: relieve suffering and promote happiness.
“When people are happy, the land under His Majesty’s grace is stable. Our volunteer work lightens the royal burden of the King, who is steadfast in continuing, preserving, developing, and governing the land justly for his subjects. When families are stable and communities prosper, the nation is secure. Your selflessness is vital. Do not think
that we gain merit only for ourselves. We inherit the Council’s mission and express loyalty to the monarchy. All of you here practice Buddhist principles through action—offering your time, assets, and money to help those in hardship. Nowadays, such selflessness is rare in a society where volunteers are steadily declining.”
Mr. Sutthipong Julcharoen added that for sustainable success, the National Council on Social Welfare should mobilize resources from seven network sectors: government, academia, religion, the public, private, civil society, and the media. This is essential not only for the Council but for other organizations as well to ensure ongoing sustainability.
Dr. Wandi Kunchornyakorn Julcharoen said it was a warm welcome and she was proud to be part of the National Council on Social Welfare under Royal Patronage and the National Outstanding Mothers Foundation for All Mothers. Although retired and having sold her business—solar energy, which earned her the nickname “Solar Queen”—she recalled that 15 years ago she intended to retire after starting the solar business in 2010 out of love for the environment. She wanted Thailand to use clean energy and help preserve the planet. It was challenging at first to raise 280 million baht, selling all her assets, including house and land. Back then, clean energy and solar power were little known. Banks would not lend to her due to her age, and foreign investors were unknown. It took five years to secure 28 billion baht in loans, all now used. She is now retired as planned, seeking a simple life.
“The term ‘mother’ is an honorable title. A mother will do anything for her children. A mother’s life has no salary, only heart. A mother’s joy is seeing her children. In a mother’s eyes, she may not be the best, but to her children, she is the most capable. Giving without expecting return—that is a mother. Mothers are the greatest self-sacrificers. Statistically, mothers form a large portion of society. I ask this forum to send support to 10,000 mothers, reaching 15 million nationwide. We mothers are a crucial force supporting the National Outstanding Mothers Foundation. I want us all to join in fostering loyalty to the nation, religion, and monarchy. When I started social work, my role model was Her Majesty the Queen Mother, who sacrificed greatly,”
working tirelessly for her subjects and all women. Everyone here is a volunteer and social worker, so you are all very blessed.”
Police Lieutenant Dr. Manat Nonuch thanked the special speakers, noting Mr. Sutthipong Julcharoen as a role model volunteer and his own historical teacher. He welcomed advice from both speakers to improve the organization and thanked regional Council leaders from across the country for attending.
The meeting aimed to enable the committee and relevant parties to jointly set efficient operational guidelines aligned with the Council’s mission, benefiting the public and society as a whole.
