Critical flooding at Khlong Chan Flats has caused high water levels, with residents urgently requesting help. Many have evacuated outside, but elderly and bedridden patients remain inside without electricity or food.
On 27 Sep 2026 GMT+7, reports indicated that in Bang Kapi district near The Mall and Happy Land intersection, water levels remained waist-high with light rain continuing. At Khlong Chan Flats, water levels rose, making life difficult due to a lack of electricity.
Some residents leaving Khlong Chan Flats sought help at the command center. Ms. Kanya, 62, and Ms. Piyathida, 28, were seen crying. They said they live on the fourth floor of Khlong Chan Flats with her son and daughter. That morning, her son, Mr. Nueng Kiattisak, floated on water leaving the flats to find food to stock for the family, as they had no rice to eat the previous night and lacked electricity and water, making life very hard.
Her son went floating on the water to get food but did not take his phone, so she could not contact him. She spoke with his partner, who said he was safe, but she does not know where her son is now and believes he is still floating, seeking a safe place. She is very worried due to lack of information and fears for his safety.
She added that she has lived in Khlong Chan Flats for decades but this is the first time she has experienced such severe flooding.
Meanwhile, Mr. Natthaphong, 29, and Ms. Phetpailin, 25, a married couple carrying their child, left Khlong Chan Flats to stay with relatives near Ramintra. They told reporters they had to quickly gather essential belongings and baby supplies because water levels were rising. They endured hardship overnight without electricity or food and no deliveries. The previous night, they endured hunger and struggled to comfort their baby using a fan or a notebook due to lack of electricity.
They no longer want to risk staying in the area and wish to leave. However, some residents remain in Khlong Chan Flats because some are bedridden patients and many elderly with nowhere to go; some may be worried about their belongings. They hope authorities will quickly assist those inside or encourage residents to evacuate to safer locations.
At Khlong Chan Flats Building 30, many residents gathered hoping to receive food and water from foundation staff. Mr. Supakit, 60, and Mr. Methakun, 45, who live on the third floor, waited for supplies. They said since last night, no one could leave due to water rising to car roof levels and no food in the rooms. There is no electricity or water, making last night very difficult. Their main need now is food and water, as water levels are expected to take about a week to subside fully.
Regarding this flooding, they want to voice to agencies or the government that during election campaigns, candidates visited them, but now that voters are in distress, no one comes to help.
Mr. Thitiphat Chotidechachainan, Secretary to the Minister of Energy, said today's mission was to assess and plan aid for residents affected by flooding at Khlong Chan Flats in Bang Kapi. Since morning, water levels have stabilized, but residents remain stressed due to no electricity, water, or food since last night, with stored food supplies running low. Minister Eknat Phongs has coordinated with PTT to deliver aid.
Since morning, some residents have sought help from the Siam Ruam Jai Foundation to send boats for supplies. Authorities have encouraged residents to understand that if staying inside the flats is difficult or stressful, they should evacuate promptly, as water levels remain high, and electricity and water have been cut, causing hardship. Mobile phone batteries are running out without power, increasing stress and pressure.
The Bang Kapi district office is assisting and mobilizing aid, as multiple areas face similar problems. Authorities emphasize electricity safety, as a victim died from electric shock at Khlong Chan Flats yesterday. Therefore, the Metropolitan Electricity Authority has cut power entirely for residents' safety.
