
Bo Win Subdistrict Administrative Organization (SAO) inspected the foam waste that collapsed a village wall. The village juristic person demanded 6 million baht in damages for wall repairs. Meanwhile, the Chinese factory is awaiting permission from the Provincial Industry Office to remove the foam from the site.
At 11:00 a.m. on 9 July 2026, Mr. Banphot Udomsak, Deputy Head of Bo Win SAO, together with engineering staff from the SAO, Mr. Nampong Eawsiyok, village headman of Village 7, Bo Win subdistrict, and Mr. Pongsakorn Jamroongsangsan, SAO member of Village 7, inspected the progress on managing the foam waste. The waste was dumped by a Chinese investor’s company and, after heavy rain, the foam overflowed and collapsed the boundary wall of a village in Bo Win subdistrict, Si Racha district, Chonburi province. The collapse damaged about 30 meters of the village wall, and foam debris spread along roads and lanes inside the village, causing significant distress to residents.
During the inspection, it was found that Mr. Suriya, aged 74, the land leaseholder whose Chinese-operated factory is located in Pluak Daeng district, Rayong province, took full responsibility for all damages, including the collapsed village wall. Mr. Suriya informed Bo Win SAO that repair work cannot be done immediately but that a temporary mesh barrier has been installed around the foam pile to prevent further foam from entering the village in case of more rain.
The juristic person of Boonraksa Ville 2 village assessed the damage and demanded approximately 6 million baht for wall repairs. So far, the responsible company has not paid the claimed damages.
Regarding foam waste management, the company has deployed workers to collect the foam debris into large big bags in preparation for removal from the site. However, they must wait for approval from the Chonburi Provincial Industry Office before they can transport the foam away. It is expected that permission will be granted and all foam debris will be removed within two days.
Bo Win SAO continues to closely monitor the company's actions to ensure the foam debris is removed as quickly as possible and to prevent further impact on residents and the environment in the future.
