Prime Minister Anutin discussed with Xi Jinping to open a new chapter in Thai-Chinese cooperation, focusing on AI, investment, and future industries to create economic opportunities for Thailand and enhance security.
From 17 to 20 July 2026, the annual World Artificial Intelligence Conference and the Global AI Governance Summit were held in Shanghai, China. President Xi Jinping honored the event by attending the opening ceremony and delivering the keynote speech titled “Cooperating to Build a Fair and Reasonable Global AI Governance System.”
On this occasion, Thai Prime Minister Anutin Charnvirakul attended the conference and made an official visit to China. This international meeting marked a milestone in continuing past intentions and opening a future under the main theme “Intelligent Partners, Co-creating the Future,” featuring over 140 seminars and more than 1,500 distinguished participants from China and abroad.
President Xi Jinping elaborated on China’s policy stance and systematic approach to AI development and governance in all dimensions. He noted that the world is undergoing rapid changes this century, with scientific and technological revolutions and a new industrial transformation accelerating leaps in progress. Global AI innovation is experiencing unprecedented awakening, presenting great opportunities alongside governance challenges. China believes all countries should adhere to a human-centered approach and aim for virtue to make AI a driving force for shared prosperity, security, and to jointly build a fair and reasonable global AI governance system.
President Xi proposed four key points: commitment to openness and shared benefits to drive development and innovation; enhancing risk awareness to ensure safety and controllability; supporting diversity to promote mutual learning among civilizations; and fostering solidarity to improve global governance comprehensively.
President Xi emphasized that as a major responsible country, China is committed to providing international public goods in AI. Over the next five years, China will offer 5,000 specialized AI training scholarships to developing countries and establish international AI application cooperation centers for ASEAN, the Arab League, the African Union, the Community of Latin American and Caribbean States, the Shanghai Cooperation Organization, and BRICS. China will also promote the implementation of the intelligent meteorological early warning system “Maju” in 30 countries, including Thailand. China is ready to embrace all sectors with greater openness, firm practical action, and broader vision to jointly seize AI development opportunities, address challenges, and build a better future for humanity.
Prime Minister Anutin delivered a positive speech praising China’s significant work in advancing global AI governance. He stressed that no country should be left behind in AI development and proposed strengthening AI governance in three areas: protecting people, unlocking potential, and jointly creating prosperity. He also highlighted shaping AI as a bridge linking allies, ensuring technological progress benefits all countries and people inclusively.
The conference announced the “Chairman’s Statement of the 2026 World AI Conference and Global AI Governance Summit.” Additionally, before the conference began, a signing ceremony was held in Shanghai to establish the World AI Cooperation Organization, with 29 countries joining as founding members.
China and Thailand are global leaders in AI and pioneers in its application in Southeast Asia, respectively. Both share aligned AI development philosophies, emphasizing “human-centered, virtue-driven technology.” They prioritize smart medicine for life and health protection, smart education to inspire rural children’s futures, and smart agriculture to increase farmers’ income and wealth. Both envision an “open, inclusive, and interconnected” approach, supporting digital and AI equity, opposing technological barriers, advocating global AI governance systems to ensure technology benefits all countries, and aim to enhance AI’s capacity across various professions through the “International AI+ Cooperation Initiative.”
Furthermore, both countries bear the mission to "prevent and control risks and ensure safety governance." They agreed AI should be a trustworthy tool for humans and jointly promote legal frameworks, regulations, technical assessments, risk warnings, and emergency responses to keep AI under human control. They also commit to combating misinformation, resisting exaggerated national security concepts regarding AI, and opposing AI’s use to sow division or as a tool in geopolitical competition.
President Xi stressed China’s resolve to support the friendly China-Thailand relationship as a neighboring diplomatic priority. China will remain a strategic partner that Thailand can always trust and rely on. He expressed strong confidence that China-Thailand AI cooperation holds vast potential and a bright future, which will not only robustly support development and citizens’ well-being in both countries but also form a key force in building a secure, prosperous, and sustainable China-Thailand community with a shared future, while promoting digital and AI prosperity in ASEAN.
China announced the launch of a joint China-Thailand intelligent meteorological disaster prediction and early warning laboratory. China’s open-source large-scale models and cloud services have been widely applied in Thailand. Both sides continue collaborative projects producing and developing AI technology professionals.
China will continue supporting Thailand as a regional production base for future industries and welcomes relevant Thai agencies and private sectors to coordinate with China. Together, they will discuss AI cooperation models suitable for Thailand and ASEAN to share intellectual benefits and promote inclusive gains equally across all dimensions.
