Police Urgently Seek Foreigner Who Used Cocaine and Crashed Motorcycle, Killing Professor Doctor Ton Faces 11 Charges

"Koh Phangan Police" are urgently pursuing a foreigner who used cocaine and crashed a motorcycle. "Professor Doctor Ton" has died; the suspect faces 11 serious charges.


In the case involving Mr. Wilcock Duncan, 51, a British national and owner of a tour boat business in Village 4, Koh Phangan Subdistrict, Koh Phangan District, Surat Thani Province, who used cocaine and alcohol while riding a motorcycle and collided with Associate Professor Dr. Theerasak Kaewamontong, 53, known as Professor Doctor Ton. Dr. Theerasak was a respiratory and critical care specialist and a volunteer doctor at Koh Phangan Hospital. The incident occurred while he was exercising by the roadside on the night of 23 May 2026. He suffered critical head injuries and brain hemorrhage and was treated at Ramathibodi Hospital. He has recently passed away on 7 June 2026.

A reporter stated that previously, on 26 May 2026, investigators from Koh Phangan Police Station brought Mr. Wilcock to Koh Samui Provincial Court to request detention on seven serious charges. Bail was opposed due to the severity of the charges and the suspect's flight risk; however, the court granted bail but prohibited him from leaving the kingdom.

On 7 June 2026, Pol. Col. Apichat Chansamret, Chief of Koh Phangan Police Station, said that after receiving the report of Associate Professor Dr. Theerasak's death, he ordered investigators to urgently locate Mr. Wilcock to face additional charges of reckless driving causing death, in addition to the original charges.

1. Reckless driving causing injury to another person (pedestrian) resulting in serious injury.

2. Causing damage to others by driving and failing to stop to assist or fleeing the scene.

3. Driving without a valid driver's license.

4. Using a vehicle without paying the annual tax.

5. Operating a vehicle without compulsory insurance for victims.

6. Using a Category 2 narcotic (cocaine) in violation of the law.

7. Driving under the influence of alcohol causing serious harm to others.

Tomorrow, 8 June 2026, investigators will file a petition with Koh Samui Provincial Court to revoke the suspect’s bail due to increased charges and concerns over flight risk.

Additionally, Mr. Wilcock faces two more cases involving nominee offenses by hiring Thai nationals to hold shares on his behalf in a tour boat company, and four charges related to operating a tour company without a license, as per criminal case number 406/2026 dated 28 May 2026.

1. Conspiring to submit false statements to officials in public or government documents intended as evidence, potentially causing harm to others or the public.

2. As a foreigner, conducting a business (tourism) reserved for Thai nationals who are not yet ready to compete with foreigners, in violation of regulations listed in List Three.

3. A foreigner allowing or cooperating with Thai nationals or non-foreign juristic persons to assist or support a foreign business without proper authorization.

4. Operating a tour business without a license.

In total, Mr. Wilcock faces 11 charges: four related to operating an illegal tour company and seven related to the motorcycle crash causing death.
